The City Council of the City of Vienna met in regular session, Wednesday, December 18, 2024 at Vienna City Hall with the following members and guests:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the December 4, 2024 Meeting Minutes, the Warrant ($24,829.66), and November Treasurer Report. Alderman Moore seconded the motion. Motion carried.
Alderman Pitts made a motion to Authorize and Approve Quote: #Q13238 from C&C Pumps & Supply for Lever and Weight Swing Check Valve, Concentric Butterfly Valve, and Gaskets. $3,448.08 plus freight charges. (Water Funds) Alderman Tuey seconded the motion. All in favor, motion carried.
Alderman Moore made a motion to Authorize and Approve to close out the city's Drug Fund Account at Legence Bank and to consolidate those funds with the DUI Fund Account. Alderman Racey seconded the motion. All in favor, motion carried.
PUBLIC COMMENT- None
ELECTED/APPOINTED OFFICIALS
Chief Miller updated council on the recent burglary that took place at the Vienna Family Dollar store. Miller said three were arrests made. Miller also talked about Vienna getting a Flock safety system in place to assist law enforcement by scanning license plates as vehicles enter and leave town. Brief discussion was had.
Alderman Tuey mentioned grant funding opportunities for the fire department through the State Fire Marshal and Department of Interior, Office of Wild Land Fire.
Alderman Racey reported at the recent Southern Five meeting body camera grants were discussed. The city would be applying for reimbursement for seven body cameras.
Alderman Moore said she and Alderman Tuey recently toured the water plant buildings saying many of the buildings needed replaced. Council had brief discussion.
At 6:58 p.m. Alderman Tuey made a motion to go out of Regular Session into Executive Session For: Employment/ Compensation as per 5ILCS 120/2(c)(1) Non-Union salary increases, Discussion of a specific employee, and Review of Closed Session Minutes pursuant to Section 2.06 of the Open Meetings Act as per 5 ILCS 120/2(c)(21). Executive Minutes from 7/17/24 and 9/24/24. Alderman Racey seconded the motion. All in favor, motion carried.
At 7:37 p.m. Alderman Elliott made a motion to resume the Regular Session. Alderman Pitts seconded the motion. All in favor, motion carried.
Alderman Hill made a motion to Approve Non-Union salary adjustments effective January 1, 2025. Alderman Elliott seconded the motion. All in favor, motion carried.
Alderman Tuey made a motion to Approve the content of semi-annual review of closed session meeting minutes from 07/17/24 and 09/24/24 and to release minutes for public inspection as confidentiality no longer exists. Alderman Racey seconded the motion. All in favor, motion carried.
As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Elliot. Mayor Penrod declared the meeting adjourned at 7:39 p.m.
