City of Vienna City Council met Nov. 20.

The City Council of the City of Vienna met in regular session, Wednesday, November 20, 2024 at Vienna City Hall with the following members and guests:

ELECTED/APPOINTED OFFICIALS PRESENT:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the November 6, 2024 Meeting Minutes and the Warrant ($14,295.02) Alderman Pitts seconded the motion. Motion carried.

Clearon Wright was present to request residential water service at 340 Dameron Lane. The city currently provides water service to another address on Dameron Lane, which is outside corporate limits. Council would consider the request and contact Wright.

Mayor Penrod and Treasurer Meyers reviewed proposed Tax Levy Ord. 24-05 with council.

Alderman Pitts made a motion to Authorize and Approve Tax Levy Ordinance 24-05 for the current 2024 fiscal year. Alderman Racey seconded the motion. All in favor, motion carried.

Wright briefly commented on the city's annual insurance renewal quote through Illinois Counties Risk Management Trust, adding that the city would opt to pay the premium in two-installments. Alderman Racey made a motion to accept a quote in the amount of $104,805 for the policy year, Dec 1, 2024 through Dec 1, 2025. Alderman Tuey seconded the motion. All in favor, motion carried.

PUBLIC COMMENT

Joe Emery, Art Gallery off the square, announced a Holiday Open House event to take place Saturday, December 7th from 3-6 p.m.

ELECTED/APPOINTED OFFICIALS

Alderman Tuey discussed increasing the re-connect fee for water services that are shut off for nonpayment. Council had discussion and would revisit for consideration when water/sewer rate increases are made to the ordinance.

Alderman Elliott discussed concerns of difficulty pulling onto the highway from 5-7th Streets due to the volume of vehicles parking along West Vine Street. Elliott and council discussed the new parking area for the county could possibly remedy the issue.

Chief Miller mentioned a stop sign on 5th/Court Street that needed to be relocated due to demolition of the old county offices. Miller also informed council his department could use a part-time officer for a few evening shifts and to fill in as needed. Miller said he had an individual that was interested and certified. This will be further discussed at the next regular scheduled meeting,

Mayor Penrod said he attended the grand reopening ribbon cutting for Hillview Senior Living and Rehabilitation commenting on new upgrades to the facility.

Penrod said the Depot at the park would be closing in December for the season.

As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Elliot. Mayor Penrod declared the meeting adjourned at 7:10 p.m.
