City of Vienna City Council met Sept. 18.

The City Council of the City of Vienna met in regular session, Wednesday, September 4, 2024 at Vienna City Hall with the following members and guests:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Racey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the September 4, 2024 meeting minutes, the Warrant ($27,705.85), and August Treasurer Report. Alderman Hill seconded the motion. Motion carried.

Emily Kerley was present to introduce the Johnson County Creating Entrepreneurial Opportunities (CEO) Program to be offered through both Vienna and Goreville High Schools and request support from the city. Investor pledges would assist with the cost of facilitator salary and program costs. Alderman Tuey made a motion to approve a one-time pledge in the amount of $3,000.00 (General Funds). The motion was seconded by Alderman Racey. All in favor, motion carried.

Alderman Tuey mace a motion to Authorize and Approve funding (Tourism Funds) for the purchase of fruit and water for the 50/100 mile run to take place Saturday, November 9th.

Alderman Elliot seconded the motion. All in favor, motion carried.

Alderman Moore made a motion to amend the 09-04-24 Agenda Item #7, to increase the approved amount (up to) $56,151.25 (TIF Funds) for water pump rebuild project. Alderman Pitts seconded the motion. All in favor, motion carried. Penrod noted additional quotes would be obtained and evaluated.

Alderman Racey made a motion to Authorize and Approve funds up to $1,300.00 for purchase of a self-leveling kit. Alderman Hill seconded the motion. All in favor, motion carried.

Alderman Tuey made a motion to Authorize and Pre-Approve $35,000.00 (General Funds) for purchase of a truck for the public works department. Alderman Hill seconded the motion. All in favor. Motion carried.

Council reviewed a New Home Development Application for Lot #4/Hickory Ridge Subdivision submitted by Dave and Bari Thomson. Alderman Moore made a motion to Authorize and Approve the Application and Residential Home Development Program Grant Agreement between the City of Vienna, IL and Dave and Bari Thomson, Lot #4-Hickory Ridge Subdivision. Alderman Pitts seconded the motion. All in favor, motion carried.

PUBLIC COMMENT

None

ELECTED/APPOINTED OFFICIALS

Wright said a notice to proceed was sent to Terra Pro Excavating for demolition of residential homes. Work would begin mid-October.

Police Chief Miller showed council body cameras that were purchased and currently being set up for use.

Alderman Tuey discussed the annual closure of South 10th Street at Main & Locust Streets for Halloween Trick or Treat hours 5:00-8:00 p.m.

Alderman Moore said Britton's Wrecker Service would like to host a Trunk or Treat in the city park this Halloween from 5:00 p.m. to 8:00 p.m. Moore said she would be organizing the event. Moore also discussed parade lineup details.

Mayor Penrod mentioned repairs to Fire Engine #7 and a Torro mower motor replacement. Penrod said the city looked to purchase a John Deere diesel mower before the end of the year.

Penrod said the city would receive an invoice from Horner & Shifrin for preliminary engineering fees for the upcoming water project.

Penrod also informed council of a two-week resignation from Gas Supt, Jack Thornton.

As there was no further business to discuss, Alderman Pitts made a motion to adjourn. Seconded by Alderman Elliott. Mayor Penrod declared the meeting adjourned at 7:32 p.m.
