City of Vienna City Council met Aug. 7.

The City Council of the City of Vienna met in regular session, Wednesday, August 7, 2024 at Vienna City Hall with the following members and guests:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the July 17, 2024 meeting minutes and the Warrant ($30,646.25). Alderman Tuey seconded the motion. Motion carried.

Mayor Penrod reviewed the bid tab from the IHDA Strong Communities Grants Round 2- residential demolition grant. Bids were opened at 10:00 a.m. by Southern Five at city hall and were as follows:

Terra Pro Excavating-$37,000.00

Lannie Jones Excavating-$38,735.00

Johnathan McAnelly-Neat Cut 2-$38,500.00

Buck Construction-$46,475.00

Vienna Outdoor Equipment-$49,600.00

Cody A. Taylor Contracting Inc.- $47,500.00

Council accepted the low bid of $37,000.00 by Terra Pro Excavating, LLC.

Alderman Moore made a motion to Authorize and Approve $5,000.00 (General Funds) for city welcome sign materials. The sign will be placed inside the roundabout on 146 East. Alderman Tuey seconded the motion. All in favor, motion carried.

Alderman Moore made a motion to Authorize and Approve Resolution 24-03, A Resolution requesting temporary closure of streets for the annual Fall Festival parade-October 5, 2024. Alderman Hill seconded the motion. All in favor, motion carried.

Council discussed and named the Fall Festival parade theme "Blast form the past", where float entries can choose any decade for their theme.

Council named Max Hook grand marshal of the Fall Festival Parade.

Alderman Pitts made a motion to Approve a $2,500.00 budget (Tourism Funds) for the Fall Festival. Alderman Racey seconded the motion. All in favor, motion carried.

Police Chief Miller discussed a body camera grant application through Southern Five. As of January 1, 2025 the Vienna Police Department would implement body cameras for officers and school resource officers.

Alderman Racey made a motion to Authorize and Approve a quote for $17,000 (General Funds) from 10-8 Video, LLC for 9 body cameras and software. Alderman Moore seconded the motion. All in favor, motion carried.

Alderman Pitts made a motion to Authorize and Approve Ordinance 24-02, An ordinance establishing compensation for the Vienna City Clerk. Alderman Tuey seconded the motion. All in favor, motion carried.

PUBLIC COMMENT

ELECTED/APPOINTED OFFICIALS

Wright informed council that election packets for the April 1, 2025 consolidated election would be available beginning August 20th.

Alderman Elliott said he was contacted by Sol Source Power, a company inquiring of the zoning code for land use concerning a solar farm inside city limits. Elliot said a virtual meeting including Mayor Penrod would be set up for further discussion. Elliott noted the land in question was private property and is located in the flood plain.

Mayor Penrod discussed soccer field vandalism and mentioned blocking off access to the fields when not in use.

Penrod said he and Fire Chief Williams had met with Commissioner McCuan to discuss the volume of lift assist calls received by the fire department. Penrod said McCuan mentioned the ambulance service was looking to create an "on call" lift assist position.

Penrod updated council on the USDA Water project. A meeting was scheduled for August 15th with Horner & Shifrin to review the project. The project would bid out in Jan, 2025.

Penrod said comments were issued to FEMA concerning the recent draft flood plain map as several new locations were added to the map.

Penrod briefly mentioned projects that public works completed, including the city lagoon and new railing at city hall.

As there was no further business to discuss, Alderman Racey made a motion to adjourn. Seconded by Alderman Tuey. Mayor Penrod declared the meeting adjourned at 7:30 p.m.
