City of Vienna City Council met April 3.

Here are the minutes provided by the council:

The City Council of the City of Vienna met in regular session, Wednesday, April 3, 2024 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: Steven Penrod, Mayor Alan Racey, Alderman Ron Pitts, Alderman Tim Elliott, Alderman Austin Tuey, Alderman Angela Moore, Alderman Melissa Hill, Alderman Aleatha Wright, Clerk Brent Williams, Fire Chief Shane Racey, Supt

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Moore made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the March 20, 2024 meeting minutes and the Warrant ($88,573.62). Alderman Hill seconded the motion. All in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve the City of Vienna to accept Horner & Shifrin as consulting engineer for the 2024 calendar year to perform MFT. Alderman Tuey seconded the motion. All in favor, motion carried.

Council reviewed this year's MFT estimate of $49,425.60.

Alderman Tuey made a motion to Authorize and Approve Resolution 24-02, A Resolution for Maintenance of Street and Highways by the Municipality under the Highway Code for $60,000.00 of MFT Funds. Alderman Hill seconded the motion. All present in favor, motion carried.

Alderman Pitts made a motion to Authorize and Approve final pay estimate #5 for Rt 146 Sewer Relocation for $36,444.55 (General Funds) Alderman Moore seconded the motion. All in favor, motion carried.

Alderman Moore made a motion to Authorize and Approve final change order #2 for Rt 146 Sewer Relocation, decrease by $92,624.30. Alderman Tuey seconded the motion. All in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve final pay estimate #7 for Rt 146 Water Relocation for $27,667.45 (split General/TIF Funds) Alderman Elliott seconded the motion. All in favor, motion carried.

Alderman Moore made a motion to Authorize and Approve final change order #5 for Rt 146 Water Relocation, decrease by $24,120.00. Alderman Racey seconded the motion. All in favor, motion Carried.

Alderman Moore made a motion to Authorize and Approve a certificate of substantial completion of IL Rt 146 Watermain Relocation Project #22042. Motion seconded by Pitts. All in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve of $10,976.50 (TIF Funds) for Rt 146 East Utility Relocation, Hormer & Shifrin, Inv. 71750-WTR. Alderman Tuey seconded the motion. All in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve $60,000.00 (General Funds) for purchase of a 1996 Spartan Fire Engine from Kinmundy-Alma Fire Dept. Alderman Elliott seconded the motion. Roll call: Hill-yes, Moore-yes, Elliott-yes, Pitts-Yes, Racey-yes, Tuey-abstain.

PUBLIC COMMENT-

None

ELECTED/APPOINTED OFFICIALS

Fire Chief Williams thanked the city for continued support of the fire department. Williams said the department was handing out a public service announcement to residents of Johnson County explaining billing fees of the department.

Alderman Racey said he received a complaint of an abandoned vehicle and debris on a Hess Street property. Chief Miller would be notified.

Alderman Tuey said an official quote was sent to the city from American Patriot Pyro for the approved fireworks display. The show is scheduled for Friday, July 5th, with a rain date of the 6th. Tuey said a lead shooter would be provide by the company and included in the cost.

Mayor Penrod said the handicapped playground equipment was delivered. Penrod briefly discussed the upcoming solar eclipse weekend events.

At 7:03 p.m. Alderman Racey made a motion to go out of Regular Session into Executive Session for Employment/Interviews for public works position- 5ILCS 120/2 (c)(1). Alderman Tuey seconded the motion. All in favor, motion carried.

At 7:58 p.m. Alderman Tuey made a motion to resume the Regular Meeting Session. Seconded by Alderman Racey.

Mayor Penrod proposed the hourly wage rate be set at $26.14 due to sufficient level of experience. Council discussed and were in general consent. Start date of selected applicant would be May 1st.

Alderman Pitts made a motion for the City of Vienna to employ Jack Thorton. Alderman Elliott seconded the motion. Roll call: Hill-yes, Moore-no, Elliott-yes, Pitts-yes, Racey-no, Tuey-no. Motion carried as Mayor Penrod broke the tie with a vote of yes.

As there was no further business to discuss, Alderman Moore made a motion to adjourn. Seconded by Alderman Tuey. Mayor Penrod declared the meeting adjourned at 8:09 p.m.
