City of Vienna City Council met Dec. 6.

Here are the minutes provided by the council:

The City Council of the City of Vienna met in regular session, Wednesday, December 6, 2023 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT:

Steve Penrod, Mayor Alan Racey, Alderman Ron Pitts, Alderman Austin Tuey, Alderman Angela Moore, Alderman Melissa Hill, Alderman Tim Elliott, Alderman Aleatha Wright, Clerk Shane Racey, City Supt Jim Miller, Police Chief

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Tuey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the November 15, 2023 meeting minutes and the Warrant ($240,825.51). Alderman Hill seconded the motion. All present in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve Change Order #2 for Rt 146 Watermain Relocation Project #220420, increase of $27,331.52. Alderman Pitts seconded the motion. All present in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve Pay Estimate #3 for t 146 Watermain Relocation Project #220420- $145,257.00 30. Alderman Tuey seconded the motion. All present in favor, motion carried.

Alderman Pitts made a motion to Authorize and Approve Tax Levy Ordinance 23-03 for the 2023 current fiscal year. Alderman Racey seconded the motion. All present in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve an Agreement for Public Utility Easement between Johnson County 2000 and the City of Vienna, Johnson County, Illinois. Alderman Hill seconded the motion. All present in favor, motion carried.

Mayor Penrod reviewed a Memorandum of Understanding between the City of Vienna, Illinois and Midwest Material Supply, LLC. Penrod said the city was awaiting final costs for modification of the city's natural gas system before passage of the agreement.

Alderman Hill made a motion to Authorize and Approve an Interconnect Agreement between Trunkline Gas Company, LLC and the City of Vienna. Alderman Elliott seconded the motion. All in favor, motion carried.

Council reviewed a draft ordinance amending and establishing natural gas rates. Amendments would reflect a new rate for high volume users, concerning development of the developing asphalt plant. Council discussed and were in consent that current residential and commercial rates would not be increased at this time. The ordinance would be placed on the next agenda.

Clerk Wright reviewed the city's general insurance renewal with council. Alderman Tuey made a motion to Authorize and Approve the 2023-2024 renewal through Illinois County Risk. Management Trust. Various Funds- $97,082.00. Wright noted that payments would be made in two installments.

ELECTED/APPOINTED OFFICIALS

Supt Racey said repairs were needed for the dump truck

Alderman Moore said the community Easter egg hunt would be in March. Date to be determined.

Mayor Penrod gave an update on the Strong Communities Program Grant for residential demolition. The Funding Agreement had been signed, five homes were on the list

Penrod said he and Alderman Pitts had attended a community stakeholder planning session held at Vienna High School. The event was hosted by University of Illinois Extension and Southern Five Planning District concerning economic development for the Southern Five counties.

As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Elliott. Mayor Penrod adjourned the meeting at 7:42 p.m.
