City of Vienna City Council met Oct. 18.

The City Council of the City of Vienna met in regular session, Wednesday, October 18, 2023 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT:

Steve Penrod, Mayor

Alan Racey, Alderman

Ron Pitts, Alderman

Austin Tuey, Alderman

Angela Moore, Alderman

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Mayor Penrod presented a plaque to city librarian, Margaret Mathis, in recognition for being selected as the fall festival grand marshal. Mayor and council congratulated and expressed appreciation for Mathis.

Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the October 4, 2023 meeting minutes, September Treasurer's Report and the Warrant ($100,368.50). Alderman Tuey seconded the motion. All present in favor, motion carried.

Mayor Penrod reviewed the Redbud Lane Resurfacing Project with council. Horner & Shifrin was working with E.T Simonds to negotiate costs to include additional widening at Commercial Drive intersection.

Alderman Moore made a motion to Authorize and Approve Program Funding Agreement between the City of Vienna and the Illinois Housing Development Authority pursuant to the Illinois

Housing Development Act. Alderman Pitts seconded the motion. Motion carried.

Alderman Moore made a motion to Authorize and Approve Water Funds in the amount of $4,149.25- Midwest Meter, for misc. water meter relocation projects concerning the 146 East Project. Alderman Tuey seconded the motion. Motion carried.

PUBLIC COMMENT - None

ELECTED/APPOINTED OFFICIALS

Clerk Wright informed council there would be a meeting Friday, October 10th at 4:00 p.m. at the depot to discuss the upcoming 50/100 mile run.

Wright mentioned the current animal control contract ends November 30th.

Supt Racey reported repairs to the vac pump truck.

Alderman Moore commented that the fall fest parade and festival were both successful, thanking those involved with the event.

Alderman Tuey mentioned 10th & main street road closures from 5-8 p.m. for Halloween evening trick-or-treat hours.

APPROVED

Alderman Racey commented on the upcoming 50/100 run concerning signage for runners crossing highway 146 east. Council had discussion.

Mayor Penrod informed council of main pump failure at the water plant. Penrod said one pump was removed and taken for evaluation. Estimates would be obtained for repairs and possible portable pump.

Penrod commented on gas meter installation in the industrial park and revising the current gas rate ordinance for large volume customers.

As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Racey. Mayor Penrod adjourned the meeting at 7:35 p.m.
