City of Vienna City Council met Oct. 4.

The City Council of the City of Vienna met in regular session, Wednesday, October 4, 2023 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT:

Steve Penrod, Mayor

Alan Racey, Alderman

Ron Pitts, Alderman

Austin Tuey, Alderman

Angela Moore, Alderman

Melissa Hill, Alderman

Aleatha Wright, Clerk

Shane Racey, City Supt

ELECTED OFFICIALS ABSENT: Tim Elliott, Alderman

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the September 20, 2023 meeting minutes and the Warrant ($38,122.23). Alderman Tuey seconded the motion. All present in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve a Notice of Award to E.T. Simonds Construction, accepting a bid in the amount of $129,316.95 for Redbud Lane Resurfacing project. Alderman Hill seconded the motion. All present in favor, motion carried.

Mayor Penrod noted that since the bid came in under the project estimate, the

Haley Ing, Horner & Shifrin was present to make a correction to a pay estimate #1 for Rt 146 utility relocation. Ing said the corrected estimate consisted of $12,338.03 for water relocation materials and $49.384.58 for sewer location materials.

Alderman Moore made a motion to Authorize and Approve pay estimate #1 for Rt 146 in the amount of $61,722.61 to S&W Line Contracting. Alderman Tuey seconded the motion. All present in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve Resolution 23-09, A Resolution Accepting a grant from the Illinois Housing Development Authority's Strong Communities Program- Round 2. Alderman Tuey seconded the motion. All present in favor, motion carried.

Alderman Pitts made a motion to Authorize and Approve material quotes for construction of a storage building for the city's pumper truck. Rusty's-$8,860.05, SI Overhead Door-$3,248.36. Supt. Racey said public works would perform labor. Alderman Moore seconded the motion. All present in favor, motion carried.

PUBLIC COMMENT - None

ELECTED/APPOINTED OFFICIALS

Clerk Wright updated council on the Southern Illinois electricity aggregation contract renewal status. City residents would be notified by mail.

Supt Racey said gas line relocation was complete on Rt 146 East.

Alderman Moore mentioned final details on the fall fest parade scheduled for Saturday, October 7th.

Mayor Penrod discussed bidding out soccer field mowing at the ballpark for the 2024 mowing season.

Penrod commented that the Brayden King Memorial playground surfacing was completed. Penrod also mentioned staining of the amphitheater building at the city park.

As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Hill. Mayor Penrod adjourned the meeting at 7:29 p.m.
