City of Vienna City Council met April 19.

The City Council of the City of Vienna met in regular session, Wednesday, April 19, 2023 at Vienna City Hall with the following members and guest:

There being a qurum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Pitts made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the April 5, 2023 council meeting minutes, the Warrant ($13,463.09), and the March Treasurer's Report. Alderman Moore seconded the motion. All in favor, motion carried.

Mayor Penrod presented Alderman Owen an award for fourteen years of service to the city, expressing gratitude for Owens leadership. Owen had served on the city council as Alderman Ward 2, Mayor Pro-tem and Mayor for a short period in 2021.

Conner Johnson was present on behalf of Arrowleaf to request use of the city park for Wednesday, May 10th, from 8:00-3:00 p.m., to host Substance Prevention Week events for Vienna and Goreville High School students. Council gave consent.

PUBLIC COMMENT

Brandon Hess was present to inquire if the city would allow a ride along for an internship with the police department.

Phil Morris was present to thank Alderman Owen for his years of service to the city and commented on their time working together.

Rich Marose, Johnson County ESDA coordinator, commended Alderman Owen on his years of service with the city.

ELECTED/APPOINTED OFFICIALS

Clerk Wright said the permit was received from American Patriot Pyro for the fireworks display. Wright said the city received a letter from Teamsters & Employers Welfare Trust of Illinois for a payroll compliance audit to be scheduled. Wright noted that newly elected officials would be sworn in at the next regular scheduled meeting, May 3rd. Wright thanked Alderman Owen for his service to the city and their time working together.

Fire Chief Williams thanked Alderman Owen for his years of service to the city.

Alderman Tuey said he would finalize and distribute a flyer to businesses for firework donations. Tuey thanked Alderman Owen for his service to the city.

Alderman Racey, Pitts, and Moore also expressed appreciation to Alderman Owen for his service to the city.

Alderman Owen said he had purchased and planted a red plum tree at the city park. Owen also said he has enjoyed his time mentoring and time on the city council the last fourteen years.

Mayor Penrod said the city library would host the annual Memorial Day Service, May 29th from 11:00-1:00 p.m.

Penrod said city was not awarded an Illinois Transportation Enhancement Program (ITEP) grant applied for in the fall. Penrod said a he would attend a seminar May 3rd with Southern Five and the city's engineer on strengthening grant project applications.

Penrod said he attended a zoom call with Vienna High School and the Illinois Housing Development Authority to discuss programs on funding to rehabilitate homes and housing developers.

Penrod informed the council that the first round of the application for the rural development grant was completed. Penrod said the water portion of the 146 east project would be included with the replacement of waterlines and water tank maintenance, making the total project cost $5.6 million. Penrod said the city had received invoices on the 146 east project utility relocation from the end of 2022 to current.

Penrod said a recognition ceremony for ballpark renovations would be held Saturday, April 29th at 10:45 a.m. before the start of the VHS boys' baseball game.

Penrod said he met with Horner and Schifrin on the design for the Redbud Road upgrade grant project.

As there was no further business to discuss, Alderman Owen made a motion to adjourn. Seconded by Alderman Moore. Mayor Penrod adjourned the meeting at 6:59 p.m.
