City of Vienna City Council met Dec. 7.

Here are the minutes provided by the council:

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m. 

NEW BUSINESS 

Alderman Moore made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the November 16, 2022 council meeting minutes and the Warrant ($74,345.26). Alderman Tuey seconded the motion. All present in favor, motion carried. 

Alderman Racey Authorized and Approved the Adoption of Ordinance 22-07, An ordinance levying property taxes for the City of Vienna, IL for the 2022 fiscal year. Alderman Pitts seconded the motion. All present in favor, motion carried. 

Beth and Van Morgan were present concerning their Class A liquor license application at the location of 102 North 1st Street. Morgan informed the council of business plans to open a bar with gaming machines including tanning bed services. Morgan said business hours would be 7 a.m.-7 p.m. with a tentative opening date in the spring. 

Alderman Moore made a motion to Authorize and Approve to issue a Class A Liquor license to Beth Morgan, Sun Bar, 102 North 1st Street. Alderman Tuey seconded the motion. All present in favor, Motion carried. 

Alderman Racey made a motion to Approve renewal of the city's general insurance through Illinois County Risk Management Trust, policy year Dec 1, 2022-Dec 1, 2023- $82,475.00 (Various Funds). Alderman Tuey seconded the motion. All present in favor, motion carried. 

Alderman Pitts made a motion to Authorize and Approve Resolution 22-12, A Resolution authorizing the sale of real estate within the City of Vienna, Illinois to the Illinois Department of Transportation for highway purposes for the sum of $1,100.00. Alderman Tuey seconded the motion. All present in favor, motion carried. 

Phil Morris presented a check to the city from Durbin Race Management, Tunnel Hill 100-mile run, for parking fees in the amount of $2,925.00. Morris also mentioned that former Johnson County Revitalization used left over funds to purchase two granite benches to be placed at the city park and county courthouse.

ELECTED/APPOINTED OFFICIALS 

City Attorney, Addam Holder discussed school resource officer liability with council. Holder suggested the city get individual memorandum of understanding agreements in place with each feeder school outside of the city limits. Discussion was had. Holder also updated the city on fire call court cases. 

Clerk Wright said election filing period would be December 12-19th. 

Police Chief Miller updated council that per new state laws, he would be ordering new tickets. 

Fire Chief Williams said he inquired of firework costs with different companies. Mayor Penrod commented on the previous year's increased cost, saying Modern Woodmen would again contribute towards the purchase of fireworks or an alternate event. Brief discussion was had. 

Chief Williams also mentioned getting quotes for tires on a brush truck. 

Sowers mentioned lights were not working on the bike sculpture at the city park. Penrod said replacements were being ordered. Sowers also reported the Vienna Revive committee had met for planning of the Christmas on the Square event, scheduled for Friday, December 16th. 

Alderman Hill questioned the status of surveillance cameras at city hall and the city park. Discussion was had. 

Penrod briefly reviewed an ordinance, adopted by the City of Marion, IL., that regulates companies installing internet fiber or any work performed on the city's right of way. Council was in agreement the city should have a similar ordinance in place. Supt Racey also commented on the need for this regulation. 

Penrod said he was obtaining a quote for city library awnings. 

Penrod mentioned a notice to proceed with the upgrade of Redbud Road through the delta regional grant the city was awarded. 

Penrod reported on a meeting held with IDOT, Clarida & Zielger and Supt Racey concerning the 146 East project/costs. Penrod said IDOT would allow the city to leave utility lines underneath the would recalculate proposed bike path since the city would maintain those lines. Clarida & Ziege a the project cost based on this change. 

Penrod reported on a meeting with Mike McKee, USDA, concerning a rural development grant/loan for replacement of water lines. Penrod said the water portion cost of the 146 east project could be included with the water line project. The city would need to make decisions on financing options soon. 

As there was no further business to discuss, Alderman Racey made a motion to adjourn. Seconded by Alderman Tuey. Mayor Penrod adjourned the meeting at 7:25 p.m.
