City of Vienna City Council met Oct 19.

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Racey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the October 5, 2022 council meeting minutes, September Treasurer's Report and the Warrant ($19,971.57). Alderman Pitts seconded the motion. All in favor, motion carried.

Alisa Sowers, Depot Coordinator, said she contacted Miles Brothers concerning ordering fruit and water for the annual 50/100 mile run. Sowers said total costs were unknown as quantity would be discussed at a meeting scheduled for Friday, October 21st with race director, Steve Durbin.

Alderman Pitts made a motion to Authorize and Approve (Tourism Funds) for the purchase of fruit and water for the annual 50/100 mile run scheduled for Saturday, November 12th. Alderman Moore seconded the motion. All in favor, motion carried.

Alderman Moore made a motion to Authorize and Approve $150.00 (Tourism Funds) for contribution to Vienna Times 50/100 mile run informational booklet. Alderman Owen seconded the motion. All in favor, motion carried.

Council discussed the Shawnee Worship Center "Trunk or Treat" event donation. Alderman Moore said she would be available to hand out candy. Council was in consent to purchase candy for the event as the city's donation (Community Funds). Motion was made by Alderman Moore and seconded by Alderman Tuey. All in favor, motion carried.

Nick Lay was present to answer questions on submitted liquor license application for a Class A license at the location of 523 East Vine, Suite A. Lay said he had plans to renovate the building to include gaming machines, bar area and pool tables.

Alderman Moore made a motion to Authorize and Approve the application for a Class A liquor license at the location of 523 East Vine, Suite A effective November 1, 2022. Alderman Racey seconded the motion. All in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve Engineering Services Agreement between the City of Vienna and Clarida & Ziegler Engineering Co. to replace the existing Red Bud Lane roadway and Industrial Drive entrance in the City of Vienna, IL. Alderman Tuey Seconded the motion. All in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve Local Union 773 Pension Fund Deduction, effective December 1, 2022, Memorandum of Understanding between the City of Vienna, Il (Public Works Dept.) (Water, Gas, Sewer & Streets) and The Laborers' International Union of North America, The Southern and Central Illinois Laborers' District Council and Laborers' Local 773. Alderman Moore seconded the motion. All in favor, motion carried,

Council and mayor discussed extending a New Home Development TIF Agreement between the city and John D. & Stephanie Tanner for 506 North 5th Street. Council was in consent to extend the agreement, original deadline of November 27, 2022, to December 27, 2022, an additional thirty days for work to be completed. Alderman Owen made a motion, seconded by Alderman Pitts. All in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve Resolution 22-10, A Resolution Authorizing the Illinois Municipal League to Collect the 2% Foreign Fire Insurance License Fee for the Foreign Fire Insurance Board of the City of Vienna Fire Department/Fire Protection District. Alderman Moore seconded the motion. All in favor, motion carried.

PUBLIC COMMENT

Jennifer Jacobsen commented that "Christmas on the Square" event would be from 4:30 to 7:30 p.m. on Friday, December 16th.

Joseph Emery said the Art Gallery off the Square is having an open house event, November 5th from 5:00 to 7:00 p.m. with local artists and a chili cook-off.

ELECTED/APPOINTED OFFICIALS

Alderman Moore said she was coordinating the annual community Easter Egg Hunt for Saturday, April 1st, 2023 at the city park. There will be a hunt for children with disability starting at 10:00 a.m. followed by an 11:00 a.m. hunt. Moore requested use of the entire park until 2:00 p.m.

Alderman Tuey questioned burn ban violation fees. Tuey also mentioned handing out flyers to residents that will be affected by street closures for Halloween trick or treat hours.

Alderman Owen updated council on the Tri-State food drive that took place in the city park October 12th.

Alisa Sowers, Depot said an estimated 750 runners were signed up for the 50/100 mile run scheduled for Saturday, November 12th. Sowers mentioned the Shawnee Campground would be holding Halloween festivities over the weekend. Sowers also mentioned the Witches Brew event on the city square Friday, October 21st.

Sowers said an organization called Shawnee Forest Defense that was trying change the designation of the Shawnee National Forest to that of a national park. Brief comments were made.

Mayor Penrod informed council the city was coordinating with the city accountant to schedule a date on a tax levy hearing.

APPROVED

Penrod said the roof of the old city hall building was completed by Trico-Roofing. Penrod also mentioned that the manufacturer of the amphitheater would supply the city with two free gallons of stain. Penrod said the public works department was building additional picnic tables for the city park.

Penrod reported a testing meter needed immediately replaced at the water plant with an estimated cost of $3,000.00.

As there was no further business to discuss, Alderman Owen made a motion to adjourn. Seconded by Alderman Hill. Mayor Penrod adjourned the meeting at 7:10 p.m.
