City of Vienna City Council met Dec. 16.

The City Council of the City of Vienna met in regular session, at Vienna City Library with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT:

Jon Simmons, Mayor

Richard Owen, Alderman

Steve Penrod, Alderman

There being a quorum, Mayor Jon Simmons called the meeting of the Vienna City Council to order at 6:30 p.m. 

NEW BUSINESS 

Alderman Evans made a motion to Approve the Omnibus Consent Agenda consisting of the December 2, 2020 Council Meeting Minutes, the Warrant ($61,142.61), and the November/December Treasurer Reports. Alderman Racey seconded the motion. All in favor, Motion carried. 

Kelli Watson, Johnson County Animal Control Officer was present to discuss a revised contract with City Attorney, Presser and city officials. Concerning impounding fees, Presser said section

91.07 of the city's code of ordinance would need to be amended. Discussion of duration of contract was discussed as well as how often Watson would invoice the city. Council decided to run the contract concurrently with the county which would end 11-3-21 and requested invoices be received no more than quarterly from Watson. The revised contract would be placed on the January 6, 2021 agenda for action 

PUBLIC COMMENT_- None 

ELECTED/APPOINTED OFFICIALS 

Wright said the city had received funds from the state through the DCEO Local Cure Program in the amount of $59,157.00. Wright said the FY Audit was being completed and would be presented to the council in January. Wright also said Chief Miller was given some information from VHS concerning truancy issues. Wright said she was given a copy of a truancy ordinance passed by another city for the council to review. Brief discussion was had. Presser would review the documents. 

Alderman Penrod updated council on a Create Bridges Southern Five Region zoom meeting he had attended. The program is through the University of Illinois Extension partnering with local organizations to focus on promoting retail, tourism, and entertainment in the southern five region counties. 

Phil Morris announced his last day at the Depot would be December 19, 2020 per the city/county agreement. Morris mentioned there was an interest from a local in filling the 2021 depot coordinator position. Alderman Owen added that he and Racey had talked with Morris about filling the position as Alisa Sowers had showed interest. Owen said Sowers had previously attended training with Morris and had a background in tourism related jobs. 

At 7:40 p.m. Alderman Hill made a motion to go out of regular session into executive session for: Employment/compensation as per 5ILCS 120/0(c)(1) Non-Union Salary Raises and Review of closed session minutes pursuant to 2.06 of the Open Meetings Act as per 5 ILCS 120/2(c)(21). Executive Minutes from 07-15-20, and 08-05-20. The motion was seconded by Alderman Tuey. Motion carried. 

At 8:18 Alderman Owen made a motion to resume the regular session. Seconded by Alderman Tuey. Motion carried. 

Alderman Owen made a motion to Authorize and Approve Non-Union salary adjustments effective January 1, 2021. Alderman Penrod seconded the motion. Motion carried. 

Alderman Penrod made a motion to approve the content of semi-annual review of closed session minutes from 07-15-20 and 08-05-20, keeping both sets of minutes closed for public inspection due to confidentiality. Alderman Owen seconded the motion. Motion carried. 

As there was no further business to discuss Alderman Racey made a motion to adjourn the meeting, Alderman Owen seconded the motion. Motion carried. 

Mayor Simmons declared the meeting adjourned at 8:21 p.m.
