Union County Board of Commissioners met Oct. 23.
Here is the minutes provided by the board:
I. Roll Call
Commissioners in attendance are Kent Pitts, Bobby Toler Jr., Dale Foster, Max Miller & David Gould.
II. Call Meeting to Order
The Union County Board of Commissioners met for a regular meeting in the Union County Courthouse Community Room at 08:30am. County Chairman Max Miller called the meeting to order.
III. Approval of Minutes
Regular Meeting Minutes- 10/09/20 Mr. Gould made the motion to approve the regular meeting minutes and Mr. Foster seconded the motion.

V. Committee Reports
Mr. Toler attended a Southern 5 meeting and Mr. Toler stated that he noticed Dongola is active in looking in infrastructure grants. Shawnee Community College and Southern 5 are creating a data base that would index all of the Southern 5 area businesses Shawnee Development also just celebrated its 55th year of service. The last food truck
10.051 pounds of food. The food pantry has also taken in of $12,000.00 of donations since this summer.
Mr. Pitts stated that the Animal Control transition has been going very well and the with new additions of Tiffany Dillow and Megan Harville bring experience, great personality and great experience to that division. They are doing a good job cleaning up and it could be the best Animal Control Union County has ever had.
Mr. Gould stated that Greg Aldridge resigned from the HOOT board.

A. Resolution Appointing Union County Engineer
Mr. Miller tabled the resolution due to not having confirmation back from IDOT yet.

Mr. Foster made the motion to approve the payment of the bills and Mr. Gould seconded the motion.

Mr. Miller made the motion to approve the appointment and Mr. Foster seconded the motion.

C. Intergovernmental Agreement Between the State of Illinois, Illinois Emergency
Management Agency and County of Union Mr. Miller made the motion to approve the agreement and Mr. Toler seconded the motion.

D. Discussion on 2020 General Election Day
Mr. Miller explained that with the new law change that declared Election Day as a Holiday but it does leave it up to each municipality to decide how they want to handle the day. Mr. Miller stated that it would be up to each office holder to decide how they want to approach that day with their employees but if the office that employee would not get paid but they may use a vacation or personal day. Daniel Klingemann, Union County States Attorney, stated that there is a court case just ruled on that stated since it's an unfunded holiday it is not applicable to be a paid holiday. Mr. Klingemann stated he will check into this more. Part of the Courthouse will have to be open for the Election that day according to Lance Meisenheimer, County Clerk. Angie Johnson, County Administrator, stated that she has an email drafted to send out to the employees to let them know what is decided. Mr. Meisenheimer stated that he reached out to the most of all the southern counties and only one, Clinton County, stated they were not closing, the rest stated they were closing. Mr. Miller asked the rest of the Board what they thought. Everyone agreed, they wouldn't close the courthouse and leave it up to the office holders but if someone choose not to work, they would have to use personal, comp or vacation time. X. XI. Other Business
Mrs. Johnson asked the board to have someone to recommend to serve on the SIDEZ board. They have asked about getting someone on their board from Union County.
Mr. Miller asked to help local business during this pandemic.
