Union County Board of Commissioners Met November 25

Union County Board of Commissioners met Nov. 25.

Here is the minutes provided by the board:

The Union County Board of Commissioners met for a special meeting in the Union County Courthouse Community Room at 9:00 A.M. County Chairman Max Miller called the meeting to order and roll call was taken with Max Miller, Bobby Toler Jr., Dale Foster, Kent Pitts and David Gould present.

New Business:

A) 2021 Budget Discussion

During this special meeting the County Administrator Angie Johnson presented items that the Office Holders and Department Heads requested extra items be part of their budget.

The Ambulance Director is requesting new carpet in the employee quarters, gate/patio area of the employee quarters to be remodeled and new digital radios. The Commissioners agreed to accept the Ambulance Director requests.

The Public Defender, State's Attorney, and Circuit Clerk offices will split the cost of two (2) new printers for the courtrooms. Also the Public Defender is requesting a new printer for their office. The Commissioners agreed to these requests.

County Administrator is asking for a new desk to replace her old desk. The Commissioners agreed to this request.

Dana Pearson, ESDA Director requested new tires for the rescue vehicle (the old ambulance), a spreader and cutter. These requests were agreed upon.

The County Clerk requested to purchase additional plat cabinets. This request was agreed upon by the Commissioners.

The Circuit Clerk requested additional funding for their sixth employee. This employee had been funded by the Document Storage account but the funds in this account are running low. The commissioners agreed to the additional funds needed for this year.

The Assessor requested funds to cover GIS mapping to be available upon the website. This request was approved by the Commissioners.

The Coroner requested additional pay for the Deputy Coroners. This request was agreed upon by the Commissioners.

The Sheriff asked for additional funding for Academy Training for two (2) deputies, a part-time dispatcher, a new police vehicle and four (4) new body armor. The body armor and one (1) Academy Training would be paid out of the DUI account. The Commissioners agreed to these requests.

Angie discussed with the Commissioners about demolishing the old Assessors' building. They agreed to put money in the budget for the demolition of this building. Angie was not sure how much this would cost but allotted $20,000 for this cost. Angie also brought up demolishing the County Highway Department Administration building and having a new building built. The cost of these two projects are unknown at this time. They discussed building the County Highway Administration building on the existing concrete pad that was poured a few years ago for additional storage for the County. Grant Capel informed them that the grant was still open and some funds were still available for this project. They discussed building the Highway Department on part of the slab of concrete and the remainder part can be additional storage for the County.

Animal Control is needing a new building. Angie is having Heather look for grants to help build the new building, so far Heather has found small grants for bedding and other items for the animals. The Commissioners discussed the type and price of a new building. A pole barn building was discussed and they concluded that would be the best type of building for Animal Control.

Angie informed the Commissioners that the Revolving Loan Fund only has a few participants and most of the participants have been refinancing with the local banks since the interest rates are so low. Angie and the Commissioners discussed closing the Revolving Loan Fund and using those remaining funds to help fund the construction of the new Animal Control building and Highway Department Administration building. All this would be decided when they receive bids for these projects.

No other business was discussed.

A motion was made by David Gould and seconded by Dale Foster to adjourn the meeting.
