City of Vienna City Council met Nov. 18.

Here is the minutes provided by the council:

There being a quorum, Mayor Jon Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Tuey made a motion to Approve the Omnibus Consent Agenda consisting of the November 4, 2020 Council Meeting Minutes and the Wan-ant ($17,175.00). Alderman Hill seconded the motion. All in favor, Motion can-ied.

Clerk read aloud sealed bids for the Collection/Disposal of Residential Waste as follows: Republic Services, Year 1-$12.71, Year 2-$13.09, Year 3-$13.48 ,Year 4-$13.89,Year 5-$14.31. Bulldog Trash Services, Year 1-$12.05, Year 2-$12.05, Year 3-$12.41, Year 4- $12.78, Year 5- $13.16. Alderman Evans made a motion to accept the low bid from Bulldog Systems. The new contract would begin February 1, 2021 and reflect on February utility bills.

Alderman Owen and Penrod updated council on additional dirt work that had to be performed on the Phil Morris Amphitheater project. Alderman Racey made a motion to Authorize and Approve $13,045.00 (General Funds) for proposal of Bath House Footing Undercut by Erwin Builders Inc. Alderman Penrod seconded the motion. The vote was as follows: Hill-yes, Penrod-yes, Owen-yes, Racey-yes, Tuey-no, Evans-yes. Motion carried. (5-Yes, 1-No)

Alderman Tuey made a motion to Authorize and Approve Preliminary Engineering Services Agreement for $10,000.00 (Motor Fuel Tax Funds) for the Vienna Bimotal Trail Grant. Alderman Owen seconded the motion. All in favor, motion carried.

Alderman Penrod made a motion to Authorize and Apyrove Resolution 20-06, A Resolution for Improvement Under the Illinois Highway Code for the Vienna Bimotal Trail Grant. The motion was seconded by Alderman Tuey. All in favor, motion carried.

Wright said the city had received the yearly $1 ,000~00 donation from Steve Durbin of the 50/100 mile run. Morris added that the money is usually put towards the park or tourism fund but after speaking with Durbin he was in agreement that the money could be given to the Jo. Co. Strong benefit if the city approved. Council was in consent with a motion from Alderman Hill and a second motion from Alderman Evans. Motion carried with all in favor.

ELECTED/APPOINTED OFFJCIALS

Mayor Simmon&1:baiikecl the council and city workers for taking care of things while he has been out for medical reasons.

Shane Raeey said the city had received the pem1it from Ameren to hang lights on Hwy 45 poles. Racey said with: the permit being received so late, the electrical work needed on the poles would be delayed until spring. Di'scussion of the electrical work was had by council. Racey also mentioned roof repairs needed at the public works dept.

Wright said grant funds were received from IPMG for the recent purchase of a trench box for $3,271.33 which covered 50% of the cost. Wright also mentioned an available DCEO Local Cure Program Grant that she was in the process of working on for reimbursement of funds for police department payroll.

Morris said although the crowd was smaller due to covid19, the 50/100 mile run was successful. Morris noted that patiicipants and visitors bragged about the hospitality they received here in Vienna.

Alderman Penrod updated council that the owner of property at 601 North 4th had mentioned an asking price of $3,000.00 to cover back taxes owed to the county. The city had recently discussed waiving the past due utilities to assist with VHS with obtaining the property. Penrod briefly discussed the late Ken Carter's property's including the Fairgrounds, in which the city had interest in obtaining an easement to develop a road for emergency access to the Hillview Healthcare facility. Penrod suggested the city get started on preparing legal paperwork. Penrod also mentioned obtaining an estimate on roof damage discovered at the old city hall building.

As there was no further business to discuss Alderman Owen made a motion to adjourn the meeting. Alderman Tuey seconded the motion. Motion carried.

Mayor Simmons declared the meeting adjourned at 7:13 p.m.
