City of Vienna City Council met Oct. 21.

Here is the minutes provided by the council:

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Hill made a motion to Approve the Omnibus Consent Agenda consisting of the 7, 2020 Council Meeting Minutes, the Warrant ($19,659.80), and the Treasurer's Report. Alderman Tuey seconded the motion. All in favor, Motion carried.

Emily Kerley and Brenda Kreuter were both present to request consent to hold the annual "Christmas on the Square" on December 13, 2020, discussing with council how they could implement social distancing for the event. Kreuter said a live nativity was planned to take place from 4-6 pm. as well as carriage rides around the square.

Alderman Evans made a motion to Approve the Christmas Around the Square event to be held Sunday, December 13, 2020 with the city donating $400.00 (Community Funds) towards the event. Alderman Racey seconded the motion. All in favor, Motion carried.

Alderman Tuey made a motion to Authorize and Approve the renewal quote for the city's general insurance through Illinois County Risk Management Trust (policy year: Dec 1, 2020 Decl, 2021). Various Funds- $80,193.00. Alderman Penrod seconded the motion. All in favor, Motion carried. Wright noted that the city pays in two installments.

After discussion, Alderman Racey made a motion to Authorize and Approve Tourism Funds for sponsorship of a 14 pg ad in the 50/100 mile run guide published by the Vienna Times. The motion was seconded by Alderman Penrod. All in favor motion carried.

Alderman Evans made a motion to Approve Tourism Funds in the amount of $300.00 for the purchase of fruit and water for the 50/100 mile run to take place at the city park November 14 15th. The motion was seconded by Alderman Hill. All in favor, Motion carried.

Alderman Tuey made a motion to Authorize and Approve Water Funds in the amount of $2,495.00, not including shipping costs, to purchase a spare transfer pump for the water plant from Municipal Equipment Inc. Alderman Hill seconded the motion. All in favor, motion carried.

PUBLIC COMMENT None.

ELECTED/APPOINTED OFFICIALS

Simmons made mention of the food bank through Tri-State that took place at the city park earlier in the day.

City attorney Presser discussed some details of the animal control contract presented at the previous meeting by county animal control officer, Kelli Watson. Presser said the city's current ordinance mentions impound fees of dogs going to the county, saying once the new agreement is passed the ordinance would need to be amended. Wright said the city was still awaiting an updated contract for review.

Presser updated council of attending court on behalf of the city for an ordinance violation which resulted in default judgement. Presser also discussed looking into how to implement a camping tax for the city concerning the Shawnee Forest Campground. Presser said she located a state statute that permits municipalities to regulate campgrounds. Discussion was had with council.

Wright updated council on the Southern Illinois Electricity Aggregation Consortium renewal contract in which residents had recently received a letter. Wright said this was a legitimate letter and residents did not have to do anything unless they wanted to "opt out” of having Homefield Energy as their energy supplier. Wright said Homefield energy rate would be.004391/kWh and would begin December 2020-July 2022. The purpose of SIEAC is to keep aggregation rates under the utility rate for residents. Wright also updated council on reimbursements received by the city for a fire dept. grant and demo grant.

Supt. Racey said he had met with VGS Supt. Greg Frehner concerning installation of a sidewalk on 45 North as the city has discussed in the past. Brief discussion took place. Racey said recent work on city hall roof was under budget and that he planned on putting vinyl siding on each end of the building.

Fire Chief Williams said Halloween would take place at the fire department Halloween night with social distancing guidelines. Williams said fire drills were taking place at VGS, NSH, and VHS. Williams also said a SCBA pack was needed for the dept. Council said to place on the next agenda for action. Williams mentioned upcoming fire school to take place at the U of I in January 2021.

Alderman Penrod commended Little Treasure's Daycare Center and Rural Health on the many improvements made to both facilities. Penrod also mentioned the passing of Ken Carter who has numerous properties in the city.

As there was no further business to discuss Alderman Racey made a motion to adjourn the meeting. Alderman Tuey seconded the motion. Motion carried.

Mayor Simmons declared the meeting adjourned at 7:33 p.m.
