Union County Board of Commissioners met June 12.

Here is the minutes provided by the board:

I. Roll Call

Commissioners in attendance are Kent Pitts, Bobby Toler Jr., Dale Foster, Max Miller & David Gould.

II. Call Meeting to Order

The Union County Board of Commissioners met for a regular meeting in the Union County Courthouse Community Room and on zoom conference at 08:30am. County Chairman Max Miller called the meeting to order.

III. Approval of Minutes

Regular Meeting Minutes - 05/22/20 Mr. Foster made the motion to approve the regular meeting minutes from 04/28/20 and Mr. Gould seconded the motion.

IV. Public Comments

V. Committee Reports

Mr. Gould spoke about the HOOT board and trying to get it back to being more active since Mr. Brumleve stepped down as chairman.

Mr. Gould also wanted to commend the work of all the first responders and Dana Pearson for the past year in where they had to deal with flooding and COVID-19. He also wanted to commend the work of all the law enforcement, Sheriff Scott Harvel and Anna City Chief Bryan Watkins the past week for the outstanding job with the peaceful protest that occurred in Anna. The rest of the board agreed and commended these important individuals that help protect our communities.

A. Approve Payment of Bills

Mr. Gould made the motion to approve the payment of the bills and Mr. Pitts seconded the motion.

B. Acceptance of FY2019 Union County Audit

This item was tabled until it is complete. C. Approval of Resolution for Sale of Delinquent Property Held by the County

Trustee Property Parcel 14-00-08-887 at 623 E, High Street, Anna, IL purchased by the City of Anna, Mr. Gould made the motion to approve the resolution and Mr. Foster seconded the motion,

Property Parcel 14-00-08-577 at 306 N. Green St, Anna, IL purchased by the City of Anna. Mr. Foster made the motion to approve the resolution and Mr. Gould seconded the motion.

D. Union County Senior Citizens Contribution

Mr. Miller stated that they are asking for their regular amount of $6000.00 but had to ask earlier than planned due to the increase of meals that were needed during the COVID-19 pandemic. Mr. Toler made the motion to approve the contribution to the Union County Senior Citizens for $6000.00 and Mr. Foster seconded the motion.

E. Amendment of Intergovernmental agreement by and between the County of Union, Illinois and the City of Anna, Illinois regarding the provision of communication and dispatch services

Mr. Miller explained that he and Angie Johnson, County Administrator, and Sheriff Scott Harvel met with the Mayor of Anna and the City Administrator to negotiate these contracts. Mr. Hartline, Mayor of Anna represented the other villages and city. Sheriff Harvel made the decision to reduce part of the contract. One item from the cities was the benefit packages for the dispatchers that they felt that they had no control over sence it was since negotiated with the unions and contracts. The benefits of the dispatchers were then taken out of this agreement. Mr. Miller then made the motion to approve the amended intergovernmental agreement and Mr. Gould seconded the motion.

Union, Illinois and the City of Jonesboro, Illinois regarding the provision of communication and dispatch services Mr. Miller then made the motion to approve the amended intergovernmental agreement and Mr. Pitts seconded the motion.

Union, Illinois and the Village of Cobden, Illinois regarding the provision of communication and dispatch services Mr. Miller then made the motion to approve the amended intergovernmental agreement and Mr. Foster seconded the motion.

Union, Illinois and the Village of Dongola, Illinois regarding the provision of communication and dispatch services Mr. Miller then made the motion to approve the amended intergovernmental agreement and Mr. Gould seconded the motion.

X. Executive Session

None

XI. Other Business

Mr. Miller was asked by the Union County Fair Board if the Union County Highway Department could help with equipment for the fair again this year. The board was in agreement to give permission to let the Highway Department to help the Union County Fair.

County Clerk & Recorder, Lance Meisenheimer reported on the status of the 2019 Property Taxes. He stated that he has sent out the signoff sheets of the Tax Computation Reports to all the taxing bodies and have received almost all of them back. He stated that he would finish the rest of the extensions on Monday and will then send them to the Union County Treasurer, Leigh Burns at that time. It should keep the first installment due date around August 1st. Mr. Miller thanked all the offices for the hard work and reminded everyone that precautions have been taken with social distancing in the Courthouse when it is time to pay the taxes.

Mr. Gould asked when court would start back up. Union County States Attorney, Daniel Klingemann stated that Traffic Court will start back June 23rd and Judge Edmonds is presiding over that and is only allowing 10 people every hour at a time in court. Felony Court is yet to be decided but as of June 22nd the Courthouse will open back open on a limited basis. Mr. Miller stated that is when the furlough will end with employees as well. Mask, hand sanitizer and temperature readings will be required and social distancing will be enforced for everyone that enters the courthouse on the 22nd. Mr. Klingemann also stated that no extra persons for people attending court will be permitted as well, only the person that is on the docket.
