City of Vienna City Council met June 3.

Here is the minutes provided by the council:

The City Council of the City of Vienna met in regular session at Vienna City Library with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT:

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Racey made a motion to Approve the Omnibus Consent Agenda consisting of the May 20, 2020 Council Meeting Minutes , Treasurer's Report and the Warrant ($21,441.72). Alderman Owen seconded the motion. All in favor, Motion carried.

Chuck McGee, Clarida & Ziegler presented bids opened at City Hall on June 2 for the bathhouse/amphitheater grant project. McGee said only one bid was received, Erwin Builders, Inc for $350,829.00. A separate bid was received from Mott Excavating Inc. for the water main and grinder pump for $28,050.00. No action was taken.

Wright opened sealed bids for Police Dept Interceptor Explorer. The bids were as follows:

Watermark Ford Hundai of Marion, IL. 2021 model -$37,247.00, Bob Harper Ford 2021 model -$35,300.00 and 2020 model- $36,685.00, and Paducah, KY Ford 2021 model- $36,999.00.

Alderman Penrod made a motion to accept 2021 model bid from Bob Harper Ford- $35,300.00.

Alderman Hill seconded the motion. All in favor, motion carried.

PUBLIC COMMENT

None

Mayor Simmons said the demolition of an old barn structure off of North 6th Street would take place within the following days. Simmons also mentioned that he received word that the recycling service at the city park would possibly resume in July due to Covidl9 restrictions.

City Attorney Presser discussed with council and Chief Williams amending the current fire dept ordinance. Discussion of billing for non-residents, landing zone fees and outstanding fire department invoices were discussed. No action taken. Presser also briefly mentioned what legal actions can be taken for outstanding past due city utility bills.

Clerk Wright presented a thank you letter from Greg Frehner, VGS, thanking Vienna's Police Dept for their assistance with the recent graduation parade.

Wright said asbestos inspections were complete and the city would bid out the job for demolition of two dilapidated homes. Wright also mentioned contacting new Johnson County animal control warden to get an agreement with the city for services.

Chief Miller informed council of several citations written for city ordinance violations.

Fire Chief Williams presented proposals for the Fourth of July firework display through StarFire Corporation. Council discussed attempting to schedule the display for July 4th with a rain date of July 5th depending on governor's orders.

Alderman Hill inquired with city attorney Presser to look into the possibility of collecting city ordinance violation fines at city hall.

Alderman Penrod voiced concern with the speeding issue on North 6th Street. Penrod suggested a part time officer patrolling.

Alderman Owen discussed the city moving forward with imposing a city camping tax as discussed in the past for Shawnee Forest Campground. Discussion was had with city attorney.

Owen briefly discussed the city's cable provider Zito Media was dropping channels and suggested contacting the company. Owen also said the awning on the front of the city library needed cleaned.

As there was no further business to discuss Alderman Owen made a motion to adjourn the meeting. Alderman Racey seconded the motion. Motion carried.

Mayor Simmons declared the meeting adjourned at 7:37 p.m.
