City of Vienna City Council met May 6.

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: Jon Simmons, Mayor Melissa Hill, Alderman Austin Tuey, Alderman Alan Racey, Alderman Richard Owen, Alderman Steve Penrod, Alderman Aleatha Wright, City Clerk Shane Racey, Supt.. Jim Miller, Police Chief Brent Williams, Fire Chief

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Mayor Simmons accepted Debbie Riddle's resignation letter announcing a vacancy in Ward 3.

Alderman Hill made a motion to Approve the Omnibus Consent Agenda consisting of the March 4, 2020 Council Meeting Minutes, February and March Treasurer Reports, and the Warrant ($31,992.82). Alderman Owen seconded the motion. All in favor, Motion carried.

Brian Ziegler, Clarida & Ziegler was present to review bids for the amphitheater/bathhouse grant project. Ziegler reviewed two bids as both were well over the projected cost of $400,000.00. Erwin Builders-$505,500.00 and H&N Construction- $594,618.00. Council did not accept either bid. After discussion Ziegler said a meeting to make cuts to reduce the cost of the project would be necessary before rebidding. the Rebuild Illinois Grant is a 100% grant but the city would be responsible for administrative fees. The city could apply for $500,000.00 as the water tower project was estimated at $484,730.00. Simmons mentioned this type of maintenance on the tower had not been done since the early 80's. Alderman Tuey was opposed to applying for the grant with concern that the city may not be awarded the full amount. Council had continued discussion. Alderman Penrod made a motion for the city to apply for the Rebuild Illinois Grant. Alderman Racey seconded the motion. The vote was as follows: Hill-yes, Penrod-yes, Owen-yes, Racey-yes, Tuey-no. (4-yes, 1-no) Motion carried.

Alderman Tuey made a motion to Authorize and Approve Resolution 20-01, A Resolution to obtain a permit to construct, occupy, and maintain a 3" water service line under IL Rt 146 through IDOT for the amphitheater/bath house project. The motion was seconded by Alderman Racey. All in favor, motion carried.

Council reviewed the MFT Maintenance estimate ($51,454.40) with Ziegler and Supt. Racey.

Alderman Racey made a motion to accept Clarida & Ziegler as consulting engineer for the 2020 calendar year to perform MFT. Alderman Owen seconded the motion. All in favor, Motion carried.

Alderman Penrod made a motion to Approve and Authorize Resolution 20-02, A Resolution for Maintenance of Street and Highways by the Municipality under the Highway Code for $55,000.00 of MFT Funds. Alderman Tuey seconded the motion. All in favor, motion carried.

Shane Racey, Supt. said the motor went out on a 97' Ford F150 used by the public works department but was not worth fixing. Council gave consent to scrap the vehicle.

Racey informed council that hiring an additional part time employee mowing would not be needed this spring.

Racey mentioned a water leak located in between the city park and Harper's cook building lot on 146 East. Racey said this leak would need to be repaired soon.

Mayor skipped to items 14-16 at this time.

Wright opened sealed bids for a 1953 M37 pumper truck. The bids were as follows: James Schurbaum-$350.00 and Philip Fiscella-$907.00. The council was in consent to accept the high bid.

Alderman Owen made a motion to Approve and Authorize an agreement between the City of Vienna and Ken Carter for demolition of a barn structure at 704 West Main. Alderman Hill seconded the motion. All in favor, Motion carried.

TIF proposals for Rick Nannie, Highly Favored Properties LLC & UCOA LLC and Lori Groves, Little Treasures Child Development Center were both reviewed and discussed by council. The

following amounts were agreed upon by council for agreements to be placed on the next scheduled agenda: Rick Nannie, $4,500.00 and Lori Groves, $11,000.00.

After discussion with Chief Miller council members decided an additional firearm should be purchased for the police department to have a backup. Alderman Hill made a motion to Approve and Authorize the purchase of two firearms, glock 22/40 caliber for police dept, Marshall Tactical Outfitters-$1,000.00 (General Fund). Alderman Penrod seconded the motion. All in favor, motion carried.

Alderman Tuey made a motion to Approve and Authorize the purchase of a cage for a 2016 Ford Squad Ray O'Herron- $1,100.00 (General Funds). Alderman Hill seconded the motion. All in favor, motion carried.

Jim Miller discussed with council of the ongoing speeding issue on North 4th, 5th and 6th streets. Miller reviewed a quote for two solar powered, speed radar signs through vendor Elan City, $5,339.00. Miller said a local business owner offered a donation of $1,500.00 to help purchase the signs. Council had discussion. Alderman Racey made a motion to table until the next scheduled meeting. The motion was seconded by Alderman Tuey. All in favor, motion carried.

Miller said the clerk had sent out a bid advertisement for a 2020 police interceptor explorer. Miller said he got information that a 2020 model was not available at this time. Miller said the 2021 model could be available by November.

Miller also mentioned a citation issued Monday, May 4th for violation of city ordinance pertaining to garbage/debris on residential property.

Brent Williams, Fire. Chief was present to discuss Fourth of July event with council. Council discussed trying to schedule the display for July 4th although it was unknown if the governor would allow gatherings by July due to covid19. Williams said he could contact the company to get an agreement in place. Williams said the city pays half of the cost upfront therefore if a cancellation were to occur the city would get credit towards a future show. Alderman Tuey suggested purchasing more fireworks this year to have a bigger show. Williams said he could check on prices. Tuey also mentioned being licensed as a lead shooter for future city fireworks events to ensure the city could hold them on July 4th.

Clerk Wright updated council of ongoing grants. Wright also informed council of upcoming police department union negotiations as the current contract would end July 31, 2020.

Alderman Penrod said Scott Wright wanted to purchase trees to be planted in the city park near playground areas.

As there was no further business to discuss Alderman Owen made a motion to adjourn the meeting. Alderman Tuey seconded the motion. Motion carried.

Mayor Simmons declared the meeting adjourned at 8: 14 p.m.
