The City Council of the City of Vienna met in regular session, Wednesday, February 19, 2020 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: 

Jon Simmons, Mayor 

Melissa Hill, Alderman 

Debbie Riddle, Alderman 

Alan Racey, Alderman 

Richard Owen, Alderman

Steve Penrod, Alderman 

Melissa Presser, City Attorney 

Aleatha Wright, City Clerk 

Michelle Meyers, Treasurer

Jim Miller, Police Chief 

Phil Morris, Depot

ELECTED/APPOINTED OFFICIALS ABSENT: 

Austin Tuey, Alderman 

Brent Williams, Fire Chief

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

GUESTS:

Jordan McBride, Vienna Times

PUBLIC COMMENT - None

NEW BUSINESS Alderman Racey made a motion to Approve the Omnibus Consent Agenda consisting of the February 5, 2020 Council Meeting Minutes, January's Treasurer's Report, and the Warrant ($32,423.90). Alderman Owen seconded the motion. All in favor, Motion carried.

Alderman Penrod made a motion to Authorize and Approve an agreement between the City of Vienna and Little Egypt Shows for the Spring Fling event to take place April 30-May 2, 2020 at Vienna City Park. Alderman Hill seconded the motion. All in favor, motion carried.

With Approval from Mayor Simmons, Alderman Hill made a motion to Authorize and Approve Los Toritos, LLC liquor license application for a class D license at the location of 97 Redbud Road. Alderman Riddle seconded the motion. All in favor, motion carried.

City attorney Presser updated council on the status of a fire department billing ordinance she was working on with Chief Williams. Presser also presented a revised agreement for demolition of a residential structure.

Clerk Wright mentioned seeking a certified asbestos inspector for the residential demolition grant properties. Short discussion was had.

Police Chief Miller discussed with council the need of a new squad car as the 2013 Taurus was recently totaled. Miller mentioned Harper Ford would have 2021 models that would come out in May. Council discussed the city would bid out specs for the squad.

Miller also mentioned that current animal control warden, Charlie Goins had recently turned in his resignation to the county. At this time no replacement was known of.

Phil Morris said the Depot was now open again as of this week after being closed for winter months. Morris also commended Police Chief Miller for painting park pavilions at the city park.

Alderman Penrod commented on speaking with Supt Racey on upcoming city expenses and projects that could entail financial planning.

As there was no further business to discuss Alderman Owen made a motion to adjourn the meeting. Alderman Penrod seconded the motion. Motion carried.

Mayor Simmons declared the meeting adjourned at 6:52 p.m.
