City of Vienna City Council met Dec. 18.

The City Council of the City of Vienna met in regular session, Wednesday, December 18, 2019 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: 

Jon Simmons, Mayor 

Debbie Riddle, Alderman 

Alan Racey, Alderman 

Richard Owen, Alderman 

Melissa Hill, Alderman 

Austin Tuey, Alderman 

Steve Penrod, Alderman 

Melissa Presser, City Attorney 

Aleatha Wright, City Clerk 

Michelle Meyers, Treasurer 

Jim Miller, Police Chief 

Phil Morris, Depot

ELECTED/APPOINTED OFFICIALS ABSENT: 

Brent Williams, Fire Chief

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

GUESTS: Joe Emery

PUBLIC COMMENT None.

NEW BUSINESS

Alderman Owen made a motion to Approve the Omnibus Consent Agenda consisting of the December 4, 2019 Council Meeting Minutes, and the Warrant ($71,233.91 ), and the November Treasurer's Report. Alderman Hill seconded the motion. All in favor, Motion carried.

Clerk opened sealed bids for a commercial wood chipper. The bids were as follows: Kay Henson-$1,801.00, Steve Shoemaker-$2,290.00, and Michael McMahan- $1,776.74. Alderman Penrod made a motion to accept Steve Shoemaker's bid of $2,290.00. The motion was seconded by Alderman Tuey. Roll call: 5-yes, 1-no(Riddle), Motion carried.

City attorney and council reviewed a report submitted by the chief of police and the resolution to establish a handicap parking space.

Alderman Owen made a motion to Authorize and Approve Resolution 19-11, A Resolution Approving The Establishment Of A New Handicap Space and Elimination Of An Existing Handicap Space on Court Street. Alderman Tuey seconded the motion. All in favor, Motion carried.

Alderman Hill made a motion to Approve and Authorize $200,000.00 TIF Funds for the following: 2008 Vermeer Boring Machine with all attachments, Gas Main replacement project from 6th /College/Senior Avenue, and a Highland Model 630-V2 fusion welder for gas fittings. Alderman Owen seconded the motion. All in favor motion carried.

Scott Hickam , Beussink & Hickam was present to review the 2019 Fiscal Year audit report with city officials.

Alderman Racey made a motion to Authorize and Approve the 2019 Fiscal Year Annual Financial Report and Acceptance of the Audit Report. The motion was seconded by Alderman Tuey. All in favor, motion carried.

City Attorney discussed working on an agreement for demolition of a residential structure. Presser also discussed the city's request to impose a camping tax at Shawnee Forest Campground.

Phil Morris said the depot would be closing for the remainder December and January, reopening in February per city and county contract.

Alderman Racey discussed the recently passed ordinance to lift the burn ban. Racey said he was unaware the ordinance included leaves in the yard waste that would be allowed to be burned, suggesting the ordinance be amended to exclude leaves. Council and city attorney had discussion and the matter was tabled.

At 8:26 p.m. Alderman Owen made a motion to go into closed session for employment/ compensation per 5ILCS 120/0(C)(1), Non-Union salary adjustments Alderman Hill seconded the motion. Motion carried.

At 9:33 p.m. Alderman Racey made a motion to resume the regular session meeting seconded by Alderman Tuey. Motion carried.

Alderman Tuey made a motion to Authorize and Approve Non-Union salary adjustments effective Jan 1, 2020. Alderman Riddle seconded the motion. All in favor motion carried.

As there was no further business to discuss Alderman Owen made a motion to adjourn the meeting. Alderman Riddle seconded the motion. Motion carried.

Mayor Simmons declared the meeting adjourned at 9:34 p.m.
