City of Vienna City Council met Dec. 4.

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: 

Jon Simmons, Mayor. 

Alan Racey, Alderman 

Richard Owen, Alderman 

Melissa Hill, Alderman 

Austin Tuey, Alderman 

Steve Penrod, Alderman 

Melissa Presser, City Attorney 

Aleatha Wright, City Clerk 

Jim Miller, Police Chief 

Brent Williams, Fire Chief 

Phil Morris, Depot

ELECTED/APPOINTED OFFICIALS ABSENT: 

Debbie Riddle, Alderman

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Owen made a motion to Approve the Omnibus Consent Agenda consisting of the November 20, 2019 Council Meeting Minutes, and the Warrant ($11,048.42). Alderman Hill seconded the motion. 5-yes, 1-Absent. Motion carried.

Prior to action on agenda item #4, City Attorney Presser explained two motions would be needed to pass Ordinance 19-07. Discussion was had with council.

Alderman Tuey made a motion to Authorize and Approve the Appeal of Ordinance 99-05 and 07 of the City Code. The motion was seconded by Alderman Hill. Yes-5, Absent-1. Motion carried.

Alderman Tuey made a motion to Approve the Amendment of Title IX by the addition of Chapter 97: Open Burning Prohibitions and Restrictions. The motion was seconded by Alderman Racey. Yes-5, Absent-1. Motion Carried.

Alderman Owen made a motion to Authorize and Approve Winter Fire School Training at the University of Illinois, January 25 & 26, 2020 for 6 fire department members. The motion was seconded by Alderman Hill. 4-yes, 1-abstain, 1-absent. Motion carried.

Clerk informed council per the last council meeting that it was requested by a business owner for the city to add a handicapped parking spot at the west end of Court Street nearest the ramp to enter the sidewalk opposed to where it was currently at on the east end. Wright said the Supt was directed to do so but the city did not take the correct actions per city ordinance. Wright said a complaint was made of the new parking spot requesting it be removed until the procedure was done correctly. Presser reviewed the ordinance with council. Council gave consent for Presser to draw up a resolution for the additional handicapped parking spot for action at the next meeting.

PUBLIC COMMENT 

None.

Mayor Simmons commented on the city Christmas lights that Public Works Dept had hung around the square, the city park and on 146 West.

Clerk Wright discussed final details for "Santa on the Square" that would take place Sunday, December 8th starting at 2:00 p.m.

City Supt, Racey discussed electrical work for a few poles on 146 East concerning Christmas lights.

Fire Chief Williams said he was looking into a vendor that could possibly help cover costs through a grant for needed extrication equipment. Williams also mentioned around 3 new helmets were needed. Council gave consent for the order.

Phil Morris announced a spaghetti dinner fundraiser to take place at the Masonic Lodge Wednesday, December 11th in which all proceeds will go to the Angel Tree Program.

Concerning a demolition grant, Alderman Penrod discussed a property to be potentially added to the list for demolition.

Alderman Hill briefly mentioned TIF fund agreements with businesses that are closing.

As there was no further business to discuss Alderman Owen made a motion to adjourn the meeting. Alderman Tuey seconded the motion. Motion carried.

Mayor Simmons declared the meeting adjourned at 7:15 p.m.
