Union County Board of Commissioners met Aug. 9.

Here is the minutes provided by the board:

I. Call Meeting to Order

The Union County Board of Commissioners met for a regular meeting in the Union County Courthouse Community Room at 08:30am. County Chairman Max Miller called the meeting to order.

II. Roll Call

Commissioners in attendance are Kent Pitts, Bobby Toler Jr., Dale Foster, Max Miller and David Gould. All members present.

III. Approval of Minutes

Mr. Gould made the motion to approve the minutes for 06/28/19 and Mr. Foster seconded the motion.

IV. Public Comments

Stan Hunter, spoke on behalf of the Union County Republican Party. Mr. Hunter stated that the Republican Party is passing out petitions for signatures for 2"" Amendment Gun Sanctuary and ATV/ Side by Sides being allowed on county roadways. Mr. Hunter went to say that a lot of people cannot make the board meetings due to being at work during the meeting time and so this way they can voice their concern on these issues.

Leigh Burns, County Treasurer, stated that the first installment due date when extremely smooth for the property taxes. She also stated that she is finishing up the banks payments and hopefully will be working on the tax disbursements soon as well.

Lance Meisenheimer, County Clerk reported that the candidate packets with petitions will be available September 3" in his office for the 2020 elections.

V. Committee Reports

Mr. Toler attended a 911 meeting and it had good attendance from both Alexander and Union Counties. The projected date for Union County Sheriff's Office to start taking the Alexander County 911 calls is September 10".

Mr. Miller stated that the Union County and City of Anna are working on an intergovernmental agreement for the land for the new Animal Control building.

VI. Building Permits

Mr. Pitts made the motion to approve the building permit and Mr. Gould seconded the motion.

Mr. Miller introduced Mr. Dori Lloyd to everyone; she is the new City of Anna Administrator. Ms. Lloyd expressed that she is happy to be in attendance.

VII. County Finances

VIII. Old Business

A. Resolution Filling Vacancy in Office of State's Attorney until such Office is Filled at the 2020 General Election. 

Mr. Miller tabled the discussion until the next meeting.

IX. New Business

A. Approve Payment of Bills

Mr. Gould made the motion to approve the bills and Mr. Foster seconded the motion.

B. Approval of Ordinance Amending Article 13 of Chapter 36 of the Union County Code of Ordinances and Establishing a Predictable Fee Schedule Pursuant to 55 ILCS 5/3-5018.1 

Mr. Miller asked County Clerk, Lance Meisenheimer, to explain what the ordinance is changing the recording fees to a flat fee and he explained that it had to be done by a cost study to get the figures. Mr. Miller made the motion to approve the ordinance and Mr. Pitts seconded the motion.

C. Review & Acceptance of Financing, Interest Rates and Terms for New Election Equipment 

Mr. Meisenheimer explained that he offered financing options to all 6 banks in Union County and 3 of the 6 turned in proposals. Anna State Bank 2.65%, US Bank 2.69% and Anna-Jonesboro National Bank at 2.75% and all three were for 5 yearly payments. Mr. Gould made the motion to go with Anna State Bank's rate of 2.65% of 5 yearly payments and Mr. Pitts seconded the motion.

D. Approval of Union County Sheriff's Office Digital VHF Radio System Bid

Scott Harvel, Union County Sheriff, addressed the board and stated that the Sheriff's Office and the Union/ Alexander County 911 put an RFP out and received 2 bids, Roy Walker Communications Inc. and Novacom. Walkers submitted a bid of $95,232.00 and Novacom a bid of $97,253.55. Mr. Harvel explained that after the bid were opened that both companies were interviewed and asked many questions about the products and services they are offering. After taking in the information, Mr. Harvel explained that he was prepared to make a recommendation and it would be Novacom and that he asked to do both phases at the same time. Mr. Pitts asked if both have the body alarms systems and Mr. Harvel said yes both offer this technology. Mr. Gould asked if both system uses internet for the connection and Mr. Harvel stated that one of the bids from Walkers had it using internet but the others use "Turbolink" which uses repeaters to communicate between them. Mr. Gould questioned the quality of the internet in certain areas and Mr. Harvel agreed, Mr. Miller then made the motion to go with the Sheriff's recommendation with Novacom and do both phases at the same time and for the Sheriff workout the final details of the contract. Mr. Foster seconded the motion.

E. Subcontractor Agreement By and Between Union County and Advanced Transportation 

Keri Clark provided information on this contract and noted that Advanced Transportation has a great liability protection and best offer for the county she felt. Mr. Gould made the motion to approve the agreement and Mr. Pitts seconded the motion.

X. Executive Session

Mr. Miller made the motion to go into executive session to discuss employees and Mr. Foster seconded the motion.

Regular session continued at 10:00am and Mr. Miller stated that the board is going to continue the meeting to Monday, August 12 2019 at 9:00am. Mr. Gould made a motion to continue the meeting till then and Mr. Toler seconded the motion.

The meeting was continued at 9:00am on August 12th, 2019.

Mr. Miller asked for a roll call and all five commissioners were back in attendance.

Mr. Miller then asked the board to go back into executive session for employees and personnel. Mr. Foster made the motion to go into executive session and Mr. Pitts seconded the motion,
