Hardin County Commissioners met Oct. 2.

Here is the minutes provided by the commissioners:

All Commissioners were present. Commissioner candidate Tim Striker was present. Staff recited the pledge at 9:00. Purchase orders and bills were reviewed and signed. Pending issues were discussed with the following resolutions approved and signed:

Richard Lawson, Maintenance Supervisor. The boiler was started up yesterday. Combustion is not correct yet. Kept building up pressure and then shutting down. Air conditioners were on, radiators were off. Will be in today to drain and flush the boiler. The drain in the Board of Elections office is uncovered. Bluffton Aeration flushed the drain and all was fine. At the Y is hole in the cast iron. He will get a contractor in to repair. Some materials need to be removed. He has had questions from the BOE office on when and how it will be repaired and how much of their kitchen will be returned. Voter training starts October 9.

The Engineers, Commissioners and Clerk attended the Crozier Ditch #1126 viewing.

At 11:00 Commissioner Beaman moved to enter Executive Session to discuss the HARCO lease, ORC 121.122 (G)(2), negotiations. Present were the Prosecutor Bradford W. Bailey, Larry Gossard, Dave Schaub and Judy Trent. Commissioner Rogers second. Roll call: Beaman-yes, Crowe-yes. Rogers-yes. Commissioner Candidate Tim Striker was invited into the session. At 11:33 Commissioner Crowe announced the end the Executive Session. The Prosecutor will draw up a lease for one year for the commissioners to review and consider. Commissioner Rogers left for the day.

Sonny Ward requested to be considered as Hardin County Apiarist for 2019. Of the 758 registered colonies he visited 500. Issues he found were correctable. Should be close to 900 registered hives for next year. Commissioners will take under consideration for the 2019 budget process.

Mike Bacon, Auditor, shared information he received from Department of Development Services certifying for the renewable energy sources. Mike follows the Department of Taxation opinions. Clarification of distribution of PILOT. Tax levies are from three sources: tax levies, fixed-rate levies and fixed-sum levies. When property value is exempt there is no change to the rate of inside mills or fixed-rate levies to compensate for the loss of taxable value. Fixed-sum levies are guaranteed to raise a fixed sum of revenue every year –the remaining taxpayers pay more to prevent the revenue loss. Examples: school district emergency levies and bond levies.
