Anna City Council met Sept. 2.
Here are the minutes provided by the council:
The Anna City Council met in regular session at Anna City Hall at 5:00 p.m. on September 2nd, 2025. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Torie Carter and Commissioner Martha Ann Webb. Other members present were City Administrator Dori Bigler, Treasurer Angela Webb, Police Chief Brent Sims, Fire Chief Tim Bowen, and Public Works Manager Jordan Chamness.
Mayor Hartline opened up the meeting to the public communications portion of the agenda.
A resident inquired on the sidewalk repair on Main St. Jordan mentioned the concrete plant was shut down for several days but they are on the schedule for later this week.
City Administrator Bigler gave updates on several projects. She is working on several grants and is in discussions with IDOT about various projects they are working on.
Mayor Hartline asked if there were any Consent Agenda items the Council would like to pull for further discussion or a separate vote.
The following Consent Agenda items were presented for approval. A. Minutes of the August 19, 2025 Regular Session
B. Ordinance 2025-15; Amending Section 7-11-3 of the Revised Code of Ordinances
C. Culvert/Driveway Permit Applications
a. RAMLL Properties at 1200 Leigh Avenue
D. Fencing Applications
a. Joan Ferris at 207 Orange Street
b. Thomas & Cynthia Casper at 208 Lincoln Street
E. Zoning Applications
a. Rick Johnson with Edward Jones at 1200 Leigh Avenue
b. Lori Swanson at 209 W. Vienna Street
A motion was made by Commissioner Webb and Seconded by Commissioner Bryan that it be RESOLVED TO APPROVE THE CONSENT AGENDA ITEMS AS PRESENTED. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Bryan and Seconded by Commissioner Carter that it be RESOLVED TO AUTHORIZE THE HIRE OF A FULL TIME CLERICAL EMPLOYEE. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.
Mayor Hartline opened up the floor to the Council for reports.
Mayor Hartline opened up the other city official’s report portion of the agenda. Police Chief Brent Sims gave an update on the Police Department. Public Works Manager Jordan Chamness gave an update on projects that will resume now that the fair is over.
A motion was made by Commissioner Bigler and seconded by Commissioner Bryant that it be RESOLVED THAT THE REGULAR SESSION ON THE ANNA CITY COUNCIL MEETING OF AUGUST 19th, 2025 AT 5:25 PM. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay none. Mayor Hartline declared the motion carried.
