City of Metropolis Finance Committee met Aug. 4.

Moved by Alderman Cord Koch and Second by Alderman Al Wagner to approve the

minutes of the previous meeting held on 7-14-2025.

Comptroller Courtney Bremer presented a slideshow of the 2025-2026 budget. She went over the city funds and explained that funding accounting is where regular accounting tracks money in and money out and is meant for non-profit companies, fund accounting is more specific. It tracks the funds themselves, the money that comes into each fund and how it is used. The airport, garbage, light, sewer and water are self-funding, the general fund as well as EMA, parks and street are supported by gaming and other taxes. Transfers that were made from the light fund and revenues vs expense by departments were discussed as well as payroll and upcoming projects by departments.

She went over how the gaming funds were used for the fiscal year ending 6-30-2025, gaming revenue totals vs money transferred out and showed a difference of ($1,134,798.00).

Due to the required EPA projects and mandated deadlines, only necessary spending will be approved in 2025-2026 budget.

Moved by Alderman Cord Koch and Second by Alderman Jeff Bullock to recommend to the full council to approve Public Hearing set August 25th at 6:30 pm for the Annual Appropriations Ordinance of the City of Metropolis for the FY 2025/2026 Budget
