City of Vienna City Council met June 18.

The City Council of the City of Vienna met in regular session, Wednesday, June 18, 2025 at Vienna City Hall with the following members and guests:

ELECTED/APPOINTED OFFICIALS PRESENT:

Steve Penrod, Mayor

Ron Pitts, Alderman

Melissa Hill, Alderman

Angela Moore, Alderman

Alan Racey, Alderman

Austin Tuey, Alderman

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Racey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the June 4, 2025 Meeting Minutes, May Treasurer Report and the Warrant ($44,462.78). Alderman Hill seconded the motion. All present in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve TIF Increment Allocation Redevelopment Professional and Consulting Services between the City of Vienna and Moran Economic Development, LLC- $13,000.00 (TIF Fund). Alderman Pitts seconded the motion. All in favor, motion carried.

Alderman Moore made a motion to Authorize and Approve proposal for Lakeside Raptor Control Repair. Control and Installation -$9,925.00 (Sewer Fund)-Vandevater Engineering Co. Alderman Tuey seconded the motion. All in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve quote from Hach for

Spectrophotometer and Pocket Colorimeter for Water Testing- $7,917.00 plus shipping costs (Water Fund). Alderman Moore seconded the motion. All in favor, motion carried.

PUBLIC COMMENT- None

ELECTED/APPOINTED OFFICIALS

Rick Abell, City Attorney, reviewed and discussed a proposed ordinance that amends Chapter 154- Zoning Code to adopt definitions and regulations that define the terms dwelling, dwelling unit, and tiny houses and to also prohibits the location of tiny houses in most zoning districts and prohibits the use of tiny houses as dwelling units. A public zoning hearing will be scheduled. Abell also took questions and discussed modular home regulations with council. A separate public hearing would be held for amendments to the zoning code addressing modular homes. dress avion

Alderman Elliott mentioned a property to be checked concerning nuisance violations. Chief Miller would be notified.

Supt Hartline discussed issues with Frontier contractors installing fiber within city limits that were failing to notify JULIE.

Mayor Penrod named Alderman Pitts and Elliott as the negotiating committee for upcoming collective bargaining agreements.

Penrod discussed with council the ongoing issue of a dilapidated commercial building on North 4th Street that has caused damage to another building. Brief discussion was had with council and city attorney of the situation and owner information.

Penrod mentioned including a car show for the Vienna Fall Festival that would feature classic cars and lifted trucks with limited entry due to availability of space. Council was in general consent to add the event to the festival.

Penrod discussed an opportunity for the city to purchase property on North 4th Street if it were to come available. There was a general consensus from council to acquire said property.

Penrod said the city was contacted by Francis Energy concerning a site plan installation for electric vehicles charging equipment in front of Miles Brothers Foods.

Penrod said the EPA required the city water plant take lead/copper water samples from ten homes each year. Penrod suggested offering an incentive to residents for a one-time adjustment to their water/sewer portion of their bill, for the month they successfully participate. Council was in general consent.

As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Elliott. Mayor Penrod declared the meeting adjourned at 7:45 p.m.
