The City Council of the City of Vienna met in regular session, Wednesday, June 4, 2025 at Vienna City Hall with the following members and guests:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the May 21, 2025 Meeting Minutes and the Warrant ($40,625.78). Alderman Moore seconded the motion. All present in favor, motion carried.
Agenda Item#4- Presentation of Retirement to Herb Hosfeldt, Water Plant Operator, for twenty- five years of service. Due to guests in attendance, Mayor Penrod made this presentation before the meeting was called to order. City officials and co-workers expressed appreciation for Hosfeldt's service and dedication to the city.
Mayor Penrod named the following Committee Appointments for the 2025-2029 term: Finance-Pitts, Elliott, Racey
City Improvements-Elliott, Moore, Pitts Fire/Safety-Tuey, Pitts
Streets/Sidewalks-Tuey, Moore
Floodplain Coordinator-Elliott Parks/Playground-Hill, Moore
Health, Lot, & Cemeteries-Tuey, Pitts Southern Five Policy Board-Racey, Hill
Tax Increment Financing-Elliott, Hill, Racey
Mayor Penrod named Ron Pitts as Mayor Pro-tem, with consent of council. Pitts was sworn in by Penrod for the 2025-2029 term.
Penrod opened the following bids for a R4PO Ranger, 4x4 Cab: Harper Ford- 2025 model (available in October)- $37,975 Harper Ford-2023 model with 7,000 miles-$36,975
After discussion, Alderman Racey made a motion to accept and purchase the 2023 model for $36,975.00. In addition, approval to purchase a truck bed toolbox. Alderman Moore seconded the motion. All present in favor, motion carried.
PUBLIC COMMENT- None
ELECTED/APPOINTED OFFICIALS
Police Chief Miller informed council of recent incidents concerning semis entering side streets. Miller said that the city's ordinance would need updated to reflect the Illinois traffic code and also update streets that will allow semi-trucks to enter for deliveries.
Miller reported that a digital radio was purchased for the new police car through Novacom and would be on the following meeting warrant for approval.
Treasurer Meyer reported that the city received payment from Little Egypt shows in the amount of $1,500.00 for the recent Spring Fling Carnival.
Alderman Elliott said the city's zoning ordinance does not specifically address modular homes, asking council for some guidance on possible zoning requests. Discussion was had on whether to allow modular homes in town to which some city officials said they would not. The city would continue to have applicants go through the zoning process for modular homes, single and double- wide trailers for approval on a case-by-case basis.
Mayor Penrod said the TIF extension passed through the General Assembly and was sent to the Governor. The city would take the next steps to formalize the extension through ordinance.
Penrod said Horner & Shifrin would bid out the water project following week.
Penrod said Terra Pro would begin asbestos removal on the residential demolition project soon.
As there was no further business to discuss, Alderman Racey made a motion to adjourn. Seconded by Alderman Pitts. Mayor Penrod declared the meeting adjourned at 7:13 p.m.
