City of Anna City Council met May 20.

The Anna City Council met in regular session at Anna City Hall at 5:00 p.m. on May 20th, 2025. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Torie Carter and Commissioner Martha Ann Webb. Other members present were City Administrator Dori Bigler, Treasurer Angela Webb, Acting Police Chief Brent Sims, and Public Works Manager Jordan Chamness.
Mayor Hartline opened up the meeting to the public communications portion of the agenda.
City Administrator Dori Bigler provided project updates.
Mayor Hartline asked if there were any Consent Agenda items the Council would like to pull for further discussion or a separate vote. Consent Agenda item I was pulled for a separate vote.

A motion was made by Commissioner Bryan and Seconded by Commissioner Bigler that it be RESOLVED TO APPROVE THE CONSENT AGENDA ITEMS AS PRESENTED, TABLING ITEM I FOR A SEPARATE VOTE. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Carter and Seconded by Commissioner Bigler that it be RESOLVED TO APPROVE CONSENT AGENDA ITEM I. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Commissioner Bryan abstained. Nay-None. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Bryan and Seconded by Commissioner Bigler that it be RESOLVED TO APPROVE WATER TOWER LOGO DESIGN ROUGH DRAFT USING IMAGES 1 AND 7 AS THE STARTING POINT. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay none. Mayor Hartline declared the motion carried.
Engineer Richard Howell addressed the Council regarding the Wastewater Treatment Plant plans.
A motion was made by Commissioner Webb and Seconded by Commissioner Bigler that it be RESOLVED TO APPROVE RESOLUTION 2025-12 AUTHORIZING HORNER SHIFRIN TO BEGIN THE APPLICATION PROCESS OF GRANTS AND FUNDING OPTIONS FOR THE POTENTIAL FUTURE WASTEWATER TREATMENT PLANT PROJECT. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Carter and Seconded by Commissioner Bryan that it be RESOLVED TO AUTHORIZE CITY ADMINISTRATOR DORI BIGLER TO SPEND UP TO $14,400 FOR CHRISTMAS IN DOWNTOWN ANNA FESTIVAL RENTALS. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Webb and Seconded by Commissioner Bryan that it be RESOLVED TO AUTHORIZE AN EMPLOYMENT OFFER TO COLTON JONES FOR A FULL TIME/PART TIME LABOR POSITION. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Webb and Seconded by Commissioner Bryan that it be RESOLVED TO AUTHORIZE AN EMPLOYMENT OFFER TO BRAD ADERHOLT FOR A FULL TIME/PART TIME LABOR POSITION. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay none. Mayor Hartline declared the motion carried.
Mayor Hartline opened up the other city official’s report portion of the agenda. Acting Police Chief Sims gave an update on the police department. Public Works Manager Jordan Chamness gave an update on the department.
A motion was made by Commissioner Webb and seconded by Commissioner Bigler that it be RESOLVED THAT THE REGULAR SESSION ON THE ANNA CITY COUNCIL MEETING OF MAY 20TH, 2025 AT 6:18PM. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.
