"I'm not here for empty “happy talk” with the party that destroyed public education," said Blaine Jacob Wilhour, State Representative for 110th District (R). "Over 100 schools in Illinois where not a SINGLE student can read or do math at grade level. Save the performative resolutions — nobody is buying—give these kids and families real choices. Now."

These trends have prompted increased calls for intervention and reform.

Recent comparisons indicate that Illinois charter and private schools often outperform traditional public schools on standardized assessments. According to the Illinois Policy Institute, students in private schools consistently report higher proficiency rates in both math and reading, bolstering arguments for expanding school choice programs. Advocates say such options improve academic outcomes through greater flexibility and competition.

Wilhour is a Republican member of the Illinois House of Representatives, serving the 107th District since 2019. According to the Illinois General Assembly website, he is a military veteran and former business owner who champions conservative education policies, including support for school choice and deregulation of homeschooling. He frequently advocates for parental rights in curriculum decisions.

The Illinois House of Representatives consists of 118 elected members and plays a key role in shaping statewide education policy through standing committees.
