City of Anna City Council met May 6.

Here are the minutes provided by the council:

The Anna City Council met in regular session at Anna City Hall at 5:01 p.m. on May 6th, 2025. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Torie Carter and Commissioner Martha Ann Webb. Other members present were City Administrator Dori Bigler, Melanie McReynolds, City Attorney Rhett Barke, Acting Police Chief Brent Sims, and Public Works Manager Jordan Chamness.

Officer Shawn Stone, Officer Caleb Clover, and Officer Raymond Groves were presented with Lifesaving Awards.

Mayor Hartline opened up the meeting to the public communications portion of the agenda.

City Administrator Dori Bigler provided project updates.

Mayor Hartline asked if there were any Consent Agenda items the Council would like to pull for further discussion or a separate vote.

The following Consent Agenda items were presented for approval.

A. Minutes of the April 15, 2025 Special Session

B. Minutes of the April 15, 2025 Regular Session

C. Minutes of the April 15, 2025 Closed Session

D. RB IL Project

a. Approve Change Order #2 for the RB IL Project on West Davie Street of $6,307.40

b. Approve Pay Estimate #2 for the RB IL Project on West Davie Street of $11,791.28

c. Approve Change Order #3 for the RB IL Project on West Davie Street of $2,090.00

d. Approve Pay Application #4 for the RB IL Project Phase II of $102,249.90

E. PARC Project

a. Approve Change Order #1 for the PARC Project of $38,654.00

F. Authorization to Spend $10,000 from the Park Capital Equipment for a Used Hustler Lawn Mower

G. Resolution 2025-08; Approving an Engineering Services Agreement with Horner Shifrin for Phase I Lead Service & Watermain Replacements

H. Ordinance 2025-10; Declaring and Authorizing the Sale of Surplus, Personal Property

I. Revise Ordinance 2024-10 to Reduce the Minimum Bid on the 2015 Ford Explorer from $5,000 to $500.00

J. Accept Bryan Watkin’s Retirement Effective May 15, 2025

K. City Usage Applications

a. Union County Chamber – Farmer’s Market from April 1 to October 31, 2025

b. Anna Blue Dolphins Swim Team – May 29 to August 1, 2025

c. ILS Kel-Tech Olympics – May 30, 2025

L. Fencing Applications

a. Rusty Flamm at 104 Transcraft

b. Nicole Evans at 104 Mimosa

c. Christopher Mowery at 107 Douglas

M. Sign Applications

a. Vincent Hahn at 1155 E. Vienna Street, Suite D

A motion was made by Commissioner Webb and Seconded by Commissioner Carter that it be RESOLVED TO APPROVE THE CONSENT AGENDA ITEMS AS PRESENTED, TABLING ITEM E FOR A FUTURE DATE AND VOTE. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

New Business Item #1 was tabled.

A motion was made by Commissioner Bigler and Seconded by Commissioner Bryan that it be RESOLVED TO APPROVE A RESTAURANT/LOUNGE LIQUOR LICENSE FOR PATRON GRILL AT 145 W VIENNA WITH A VARIANCE TO THE RESIDENCY REQUIREMENT. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

New Business items 3, 4, and 5 are not applicable as no bids were received for any of the items.

A discussion was had regarding Water Tower Logo Designs.

New Business item 7 was tabled pending a discussion and vote after a closed session discussion.

Mayor Hartline opened up the other city official’s report portion of the agenda. Acting Police Chief Sims gave an update on the police department. Public Works Manager Jordan Chamness gave an update on the department.

A motion was made by Mayor Hartline and Seconded by Commissioner Bigler that it be RESOLVED TO GO INTO CLOSED SESSION PURSUANT TO 5 ILCS 120/2(c)(1) AT 6:22PM. A vote was taken on the motion with the following results. Commissioner

Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

The Anna City Council resumed open session at 6:23 p.m. on May 6th, 2025. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Torie Carter and Commissioner Martha Ann Webb. Other members present were City Administrator Dori Bigler, Melanie McReynolds, City Attorney Rhett Barke.

A motion was made by Commissioner Carter and seconded by Commissioner Webb that it be RESOLVED TO PROVIDE A $1,000 STIPEND EFFECTIVE APRIL 1ST FOR ACTING CHIEF BRENT SIMS. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried

A motion was made by Commissioner Bryan and seconded by Commissioner Bigler that it be RESOLVED THAT THE REGULAR SESSION ON THE ANNA CITY COUNCIL MEETING OF MAY 6TH, 2025 AT 6:23PM. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.
