City of Vienna City Council met April 16.

Here are the minutes provided by the council:

The City Council of the City of Vienna met in regular session, Wednesday, April 16, 2025 at Vienna City Hall with the following members and guests:

ELECTED/APPOINTED OFFICIALS PRESENT:

Steve Penrod, Mayor

Tim Elliott, Alderman

Ron Pitts, Alderman

Melissa Hill, Alderman

Alan Racey, Alderman

Aleatha Wright, Clerk

Brent Williams, Fire Chief

ELECTED/APPOINTED OFFICIALS ABSENT:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Racey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the April 2, 2025 Meeting Minutes, Warrant ($42,675.61), and March Treasurer Report. Alderman Hill seconded the motion. All present in favor, motion carried.

Mayor Penrod re-appointed Mary Harris to the city zoning board for the term 2025-2030, with consent of council.

Alderman Elliott reviewed information from the 04-14-25 zoning board hearing with council. Elliott said the board reviewed parcels south of Commercial and Oliver Street, west of Redbud Road, and northeast of Park Street. The board was in agreement for parcels to be rezoned from Rural Agriculture to General Commercial for future business development. Elliott said parcels north of Commercial Street were discussed and also included in the zoning board's motion.

Alderman Pitts made a motion to Authorize and Approve the Recommendation from the Zoning Board per 04-14-25 public hearing for the re-zoning of parcels from Rural Agriculture to General Commercial for future business development as discussed. Alderman Hill seconded the motion All present in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve to accept Horner & Shifrin as consulting engineer for the 2025 calendar year to perform MFT. Alderman Elliott seconded the motion. All present in favor, motion carried.

Mayor Penrod reviewed the Motor Fuel Tax estimate in the amount of $78,495.26.

Alderman Hill made a motion to Authorize and Approve Resolution 25-03, A Resolution for Maintenance of Streets and Highways by the Municipality under the Highway Code for $85,000.00 of MFT Funds. Alderman Racey seconded the motion. All present in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve up to $500.00 (Tourism Funds) for a 36"x144" single sided fabricated sign from Wesley Custom Graphics for the non-profit sign frame located in the city park. Alderman Pitts seconded the motion. All present in favor, motion carried.

PUBLIC COMMENT- None

ELECTED/APPOINTED OFFICIALS

Clerk Wright shared information about the proposed Johnson County Animal Control agreement with council. Wright also reported that an update was received from the Southern Illinois Electricity Aggregation Program that the new 12-month "base rate" to begin in June was set at $.0953/kWh. The final rate would be set at the end of April and opt-out letters would be mailed to residents.

Alderman Elliott mentioned building and vehicle upgrades needed at the public works department.

Alderman Racey discussed a property to be evaluated for nuisance violations.

Mayor Penrod said the police department would seek bids for the purchase of a vehicle beginning of the new fiscal year in May.

As there was no further business to discuss, Alderman Racey made a motion to adjourn. Seconded by Alderman Pitts. Mayor Penrod declared the meeting adjourned at 6:50 p.m.
