City of Anna City Council met April 15.

Here are the minutes provided by the council:

The Anna City Council met in regular session at Anna City Hall at 5:01 p.m. on April 15th, 2025. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Torie Carter and Commissioner Martha Ann Webb. Other members present were City Administrator Dori Bigler, Melanie McReynolds, City Attorney Rhett Barke.

Mayor Hartline opened up the meeting to the public communications portion of the agenda.

City Administrator Dori Bigler provided project updates.

Mayor Hartline asked if there were any Consent Agenda items the Council would like to pull for further discussion or a separate vote.

The following Consent Agenda items were presented for approval.

A. Minutes of the March 18, 2025 Regular Session

B. Approve the April 2025 Accounts Payable List

C. Approve Pay Application #2 of $131,352.75 for the Plaza Phase 2 Project

D. Approve Pay Application #3 of $171,351.90 for the Plaza Phase 2 Project

E. Ordinance 2025-09; Approving the FY26 Annual Budget

F. Revising Resolution 2024-40; Approving a Right-of-Way License Agreement with Delta Communications, LLC DBA Clearwave Fiber

G. Authorize a Gas Improvement Project of up to $75,000

H. Authorize the Purchase of Two (2) 2025 Ford F250 Vehicles from the Public Works Capital Equipment Fund from Coad Ford for $93,570 + title & license

I. Approve Change Order #3 for the RB IL Plaza Phase 2 Project of $8,579.00

J. Approve Engineering & Construction Invoices

a. Horner Shifrin Invoice 75882: $5,865.00 for the 2025 MFT Project

b. Horner Shifrin Invoice 75899: $2,526.00 for the PARC Project

A motion was made by Commissioner Webb and Seconded by Commissioner Bigler that it be RESOLVED TO APPROVE THE CONSENT AGENDA ITEMS AS PRESENTED. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

New Business Item #1 was tabled.

Mayor Hartline opened up the other city official’s report portion of the agenda. Commissioner Bryan informed the council of a possible business idea for a property partially owned by her at the 4-way stop. Commissioner Bigler inquired on the city requiring business licenses and tracking businesses better for the city.

A motion was made by Commissioner Bryan and Seconded by Commissioner Bigler that it be RESOLVED TO GO INTO CLOSED SESSION PURSUANT TO 5 ILCS 120/2(c)(1) AT 5:38PM. A vote was taken on the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

The Anna City Council resumed open session at 7:08 p.m. on April 15th, 2025. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Torie Carter and Commissioner Martha Ann Webb. Other members present were City Administrator Dori Bigler, Melanie McReynolds, City Attorney Rhett Barke.

A motion was made by Commissioner Bryan and Seconded by Commissioner Carter that it be RESOLVED TO EMPLOY JAMIE FAULKNER AS A FULL-TIME CLERICAL. A vote was taken on the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Biglerr and seconded by Commissioner Carter that it be RESOLVED THAT THE REGULAR SESSION ON THE ANNA CITY COUNCIL MEETING OF APRIL 15TH, 2025 BE ADJOURNED AT 7:09 p.m. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.
