City of Vienna City Council met March 5.

The City Council of the City of Vienna met in regular session, Wednesday, March 5, 2025 at Vienna City Hall with the following members and guests:

ELECTED/APPOINTED OFFICIALS PRESENT:

Steve Penrod, Mayor Angela Moore, Alderman Tim Elliott, Alderman Ron Pitts, Alderman Melissa Hill, Alderman Alan Racey, Alderman Aleatha Wright, Clerk Justin Hartline, Supt Jim Miller, Police Chief Brent Williams, Fire Chief

ABSENT:

Austin Tuey, Alderman

GUESTS

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the February 19, 2025 Meeting Minutes and the Warrant ($41,779.19). Alderman Elliott seconded the motion. All present in favor, motion carried.

Mayor Penrod reviewed the bid tab from the Strong Communities Program Grant bid opening for the demolition of two residential homes as follows:

Baseden Concrete & Excavating- $35,800.00 Cody A. Taylor Contracting, LLC- $24,000.00

Terra Pro Excavating, LLC- $21,500.00

Alderman Moore made a motion to Authorize and Approve for the city to accept the low bid from Terra Pro Excavating, LLC $ 21,500.00. Alderman Racey seconded the motion. All present in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve Ordinance 25-01, An Ordinance Amending Section 53.023 (Water Rates) of Chapter 53 (Water and Sewer) of Title 5 (Public Works) of the Vienna Code of Ordinances. Alderman Pitts seconded the motion. The vote was as follows: Hill-yea, Moore-yea, Elliott-yea, Pitts-yea, Racey-yea, Tuey-absent. Motion carried.

Alderman Pitts made a motion to Authorize and Approval of Ordinance 25-02, An Ordinance Amending Section 53.022 (Sewage Rates) of Chapter 53 (Water and Sewer) of Title 5 (Public Works) of the Vienna Code of Ordinances. Alderman Hill seconded the motion. Hill-yea, Moore- The vote was as follows: Hill-yea, Elliott-yea, Pitts-yea, Racey-yea, Tuey-absent. Motion carried.

Alderman Racey made a motion to Authorize and Approve (Water Funds) up to-$3,500.00 for the purchase of a Jon Boat for use of chemical distribution in the city lake. Alderman Hill seconded the motion. All present in favor, motion carried.

Alderman Moore made a motion to Authorize and Approve Resolution 25-01, A Resolution of support to extend the Vienna Tax Increment Financing Redevelopment Project Area #1 from twenty-three (23) to thirty-five (35). Alderman Pitts seconded the motion. The vote was as follows: Hill-yea, Moore-Yea, Elliott-yea, Pitts-yea, Racey-yea, Tuey-absent. Motion carried.

Mayor Penrod reviewed and discussed the TIF 1 Extension Analysis/ Tentative Proposal for VHS/VGS with council. To gain support of the schools, the proposal would increase the annual rebate percentage from a combined 20% for both schools to 30% for years 1-7 of the 12-year extension period and to 35% for the remaining five years. Council was in general agreement with the proposal and for the mayor to further negotiate.

ELECTED/APPOINTED OFFICIALS

Chief Miller reviewed a quote with council for the Flock System, including cameras and software subscription. Miller said he was discussing the program costs with the schools as VHS was looking to assist with grant funding A final quote would be placed on a future agenda.

Fire Chief Williams updated council on grant applications submitted through IDNR and State Fire Marshal.

Alderman Elliott shared information that a cleanup for I-24 ramps was being coordinated by the county.

Penrod said city officials met with Horner & Schifrin for the final design review of the upcoming water project through Rural Development.

As there was no further business to discuss, Alderman Moore made a motion to adjourn.

Seconded by Alderman Elliott. Mayor Penrod declared the meeting adjourned at 7:45 p.m.
