Opening
The regular meeting of the Vienna Public School District #55 Board of Education was called to order by Ms. Sherie Smith, President, at 6:00 p.m. with following members present:

(A) Treasurer’s Report (1) fund balances (2) FRIS Report and (3) Revenue and Expenditure Report, (4) Cash on Hand in Four Operating Funds, and (5) Financial Position and Talking Points for Anticipated Contract Negotiations in Spring of 2025 and (B) Administrative Reports (1) Growth towards meeting outcomes specific to the District #55 School Improvement Plan (2) Co-Teaching Framework updates as part of the Comprehensive School Improvement Plan, (3) Bridge Project (Vienna 55, Vienna 13-3, Buncombe 43, Cypress 64) strategic planning updates to contract with Dr. Kelly to begin intra-district strategic planning for the purpose of supporting ongoing teaching and learning growth, and (4) discussion on behalf of the Board regarding school (a) feasibility study discussion updates between Vienna District #55, Vienna HS #13-3 and other Johnson County feeder elementary school districts that send students to Vienna High School #13-3, (a.1) Vienna District #55 Board of Education directed Superintendent Frehner to contact Vienna High School #13-3, Buncombe #43, Cypress #64 and New Simpson Hill #32 Superintendents and Board of Education to inquire about their respective interest in discussing an updated/new feasibility study (b) IASB executive search process discussions to explore post-Frehner retirement superintendent options, and (c) other post-Frehner retirement superintendent employment option discussions to prepare for the conclusion of the 2027-2028 school year, (5) Discussing a preventative student safety measure proposal regarding Halo Vape Detectors in four restrooms within the building.

Motion by Colson, seconded by Moore to go into closed session at 7:17 p.m. to discuss the (1) appointment, employment, compensation, discipline, performance or dismissal of employees of the District or legal counsel for the District including hearing testimony on a complaint lodged against an employee of the District or against legal counsel of the District to determine its validity.
