City of Vienna City Council met Nov. 6.

Here are the minutes provided by the council:

The City Council of the City of Vienna met in regular session, Wednesday, November 6, 2024 at Vienna City Hall with the following members and guests:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the October 16, 2024 Meeting Minutes and the Warrant ($56,497.37). Alderman Pitts seconded the motion. Motion carried.

Aaron McDonald was present to discuss a fire call invoice from the department responding to a brush fire call on October 25,2024. McDonald was disputing the bill he received saying his neighbor had called the fire department and not him. After discussion, the council was in consent to reduce the invoice by one tanker and one truck.

Alderman Pitts made a motion to Authorize and Approve address changes issued by Johnson County 911 Emergency including South 1st Street, Harnerville Loop, and Apple Street addresses. Alderman Moore seconded the motion. All in favor, motion carried.

Chief Miller was present to discuss the purchase of tasers through ILEAS grant funding. Miller said the city would be reimbursed $10,173.60 of the total cost.

Alderman Tuey made a motion to Authorize and Approve (General Funds) in the amount of $13,476.00 for the purchase of tasers and equipment from Axon. Alderman Racey seconded the motion. All in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve to amend September 18th agenda item #8 to increase the pre-approved amount from $35,000 up to $40,000 for the purchase of a 2024 Ford Ranger 4x4 truck from Harper Ford for the public works department including the purchase of a toolbox and/or other needed equipment. Alderman Moore seconded the motion. All in favor, motion carried.

Alderman Pitts made a motion to Authorize and Approve (General Funds) for the purchase of $50.00 holiday gift certificates from Kroger for city employees. Alderman Tuey seconded the motion. All in favor, motion carried.

PUBLIC COMMENT

None

ELECTED/APPOINTED OFFICIALS

Wright said election filing would begin on Tuesday, November 12-18th. Wright also gave a brief update on the residential demolition grant.

Chief Miller said the police department would be placing a pop-up camper out for sealed bids. Supt. Hartline said the public works department may have some equipment to bid out as well. Council gave consent. Bid information would be advertised to be opened the first scheduled council meeting in December.

Alderman Moore and Elliot both commented and thanked everyone who was involved with helping the city with the no-drinking order situation over the prior weekend. Mayor Penrod and other council members also made comments of appreciation.

Mayor Penrod updated that the city no drinking order was lifted Tuesday evening. EPA will be testing weekly since the occurrence. Penrod added that information was being looked into concerning treating the lake to keep algae from forming. This would be under EPA permit/guidelines. Penrod said Rich Marose, with Johnson County ESDA was helping to get reimbursement for the water the city had purchased in the emergency through Convoy of Hope Disaster Services.

Penrod mentioned the 50/100-mile run would take place this weekend, November 9th. Council discussed parking plans for the morning of the race.

As there was no further business to discuss, Alderman Pitts made a motion to adjourn. Seconded by Alderman Elliot. Mayor Penrod declared the meeting adjourned at 7:35 p.m.
