City of Anna City Council met Oct. 16.
Here are the minutes provided by the council:
The Anna City Council met in regular session at Anna City Hall at 5:00 p.m. on October 15th, 2024. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Kathy Bryan, Commissioner Torie Carter, and Commissioner Martha Ann Webb. Other members present were City Administrator Dori Bigler, and Treasurer Angela Webb. Commissioner Bigler entered at 5:04 p.m.
Mayor Hartline opened the floor to the public communications portion of the agenda. Crystal Houseman addressed the council regarding a “Witches Night Out” block party being held on October 25th, 2024. She spoke to the various business owners to ensure all are on board with closing Lafayette Street from 4-8pm. The Council agrees this is fine.
City Administrator Dori Bigler gave an update on November meetings. Due to the general election, there will only be one meeting held on November 19th at 5 p.m. FY 24 Audit is still being completed by Scott Hickam. The City now owns the Reppert Building and it will be demolished soon. The Union County CEO program will take the reigns and help run the Christmas in Downtown Festival.
Mayor Hartline asked if there were any Consent Agenda items the Council would like to pull for further discussion or a separate vote.
The following Consent Agenda items were presented for approval. A. Minutes of the October 1, 2024 Regular Session
B. October 2024 Accounts Payable List
C. Approve Pay Estimate #1 for the Plaza Phase 1 of $29,475.00
D. Park Usage Applications
a. Anna District 37; PBIS on October 25, 2024
E. Zoning Applications
a. Velma Jane Plummer at 208 E. Lewis Street
A motion was made by Commissioner Bigler and Seconded by Commissioner Carter that it be RESOLVED TO APPROVE THE CONSENT AGENDA ITEMS ASPRESENTED. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Carter and seconded by Commissioner Webb that it be RESOLVED TO APPROVE A PARK USAGE APPLICATION FOR A YARD SALE AT CITY PARK ON APRIL 5TH, 2025 AND WAIVE THE INSURANCE REQUIREMENT BY HAVING THE CITY CO-SPONSER THE EVENT. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.
Mayor Hartline opened the floor for Commissioner reports.
A motion was made by Mayor Hartline and Seconded by Commissioner Bryan that the Anna City Council enter into closed session at 5:14 p.m. pursuant to 5 ILCS 120/2(c)(1) – Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.
Open session resumed at 5:25 p.m.
A motion was made by Commissioner Carter and seconded by Commissioner Bigler that it be RESOLVED THAT THE REGULAR SESSION ON THE ANNA CITY COUNCIL MEETING OF OCTOBER 15th, 2024 BE ADJOURNED AT 5:26 p.m. A vote was taken upon the moƟon with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
