ISBE, Illinois State Advisory Council on the Education of Children with Disabilities met Sept. 24.

Here are the minutes provided by the council:

I. Procedural Business

A. Call to order/Roll Call

a. In attendance virtually: Carolina Schoenbeck, Elizabeth Campos, Emily Tarconish, Kimberly Miller, Yun-Ching Chung, Katy Blank, Sheryl Flynn, Debra Vines, Diana Kon, Jen Littrell, Kate Ulmer, Katrina Anthony, Megan Mutti, Michelle Phillips, Nick Tomasso, Patricia Dal Santo, Twylia Bennett, Nakia Douglas and Janet Lathan Thomas .

B. Adoption of Agenda/Roll Call

a. No proposed edits to the agenda – motion made to approve agenda.

Elizabeth Campos so moved, seconded by Jen Littrell - Motion carries.

C. Adoption of Business Meeting Minutes

a. Minutes not available.

II. Public Comment

a. None

III. Presentations

a. Restraint and Time Out - None

b. Parent Training and Information Centers

Michelle Phillips - Family Resource Center on Disabilities (FRCD) Parent Center. Letting everyone know the website has been updated with lots of new information. OSEP encourages states to send leader from their special education advisory council.

One of our challenges is with certified translators. ISBE has made a good faith effort in translating documents in many languages for parents and schools to use.

CADRE is our technical assistance center for dispute resolution, is funded through OSEP. They will have a yearly conference in October, and we suggest someone from your dispute resolution team attend.

Megan Mutti – Director of Family Matters Parent Training and Information Center. We have a couple of parent series that may be interesting. One is Daisy Data, helps in understanding data for system change. We have our first virtual special education parent summit coming October 22nd and 23rd. And we have some concerns around magnet school access in a particular area of the state, I can’t identify today but we are receiving many calls on it.

IV. Old Business

a. Goals of Council

Everyone needs to complete their Open Meeting Act Training.

Complete Harassment and Discrimination Training

Complete Ethics Training.

Please be sure you provide Janet Lathan-Thomas your certificates for this year.

b. Committees

Chairs - set meeting schedules, must be 10 days prior to each meeting. You record the minutes or have someone take the minutes and you share with entire council.

We have business meetings every two months, which are mandatory.

Committee meetings are voluntary. The chair of the committees calls the meetings. V. New Business

a. ISBE, Due Process

Andy Eulass was unable to attend, reported 254 new due process filings for school year 2023/2024.

Nakia Douglas, in the process of sending all LEA determinations out to schools, so we are cross referencing and verifying that data. October 1 starts our new Cyclical monitoring cycle. We have about 60 districts that are doing our monitoring based on OSEP standards.
