City of Anna City Council met Sept. 17.
Here is the agenda provided by the council:
The Anna City Council met in regular session at Anna City Hall at 5:00 p.m. on September 17th, 2024. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Torie Carter, and Commissioner Martha Ann Webb. Other members present were City Administrator Dori Bigler, Treasurer Angela Webb, and Public Works Director Gary Dahmer.
Mayor Hartline opened the floor to the public communications portion of the agenda.
City Administrator Dori Bigler gave updates on the upcoming Walk and Roll to School Day. Anna PD and Public Works are volunteering to help with crossing guard duties for the day. PARC and Davie St Projects are moving along. Davie Street project has raised $257,000 in sponsorships! We are under contract for the
Reppert garage. The ITEP application was submitted today. Finally, we have a third option to present for the West Davie Street parking lot.
Engineer Richard Howell addressed the council regarding Consent Agenda Items H and I. Everything is moving along according to schedule.
Mayor Hartline asked if there were any Consent Agenda items the Council would like to pull for further discussion or a separate vote.
The following Consent Agenda items were presented for approval.
A. Minutes of the September 3, 2024 Regular Session
B. Minutes of the September 3, 2024 Closed Session
C. September 2024 Accounts Payable List
D. Ordinance 2024-09; Amending Chapters 17 & 38 of the Revised Code of Ordinances
E. Ordinance 2024-10; Declaring and Authorizing the Sale of Surplus Personal Property
F. Resolution 2024-33; Approving a Parade Permit for the Holiday Parade
G. Authorize the Police Department Capital Equipment Expenditure of $35,475.16
H. Approve Pay Estimate #2 for the ARPA Project of $182,730.52
I. Approve Engineering Invoice for the Water System Improvements Project of $77,000.00
J. City Usage Applications
a. Pumpkin Town - October 9 through November 1, 2024
b. Lights Parade – November 30, 2024
K. Zoning Applications

A motion was made by Commissioner Carter and Seconded by Commissioner Bryan that it be RESOLVED TO APPROVE THE CONSENT AGENDA ITEMS AS PRESENTED. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Bryan and seconded by Commissioner Webb that it be RESOLVED TO ACCEPT THE BID SUBMITTED BY ROSA COLLINS IN THE AMOUNT OF $3,000 FOR 609 E. HIGH ST. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Carter and seconded by Commissioner Bigler that it be RESOLVED TO GRANT THE SPECIAL EVENT LIQUOR LICENSE FOR STARVIEW VINEYARDS ON OCTOBER 12TH, 2024. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Commissioner Bryan abstained. Mayor Hartline declared the motion carried.
Mayor Hartline opened the floor for Commissioner reports. Commissioner Webb discussed the large number of bicycles being stolen in the community.
The council entered into closed session at 5:35 P.M.
Pursuant to 5 ILCS 120/2(c)(1) – Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees
Open session resumed at 5:59pm.
A motion was made by Commissioner Webb and seconded by Commissioner Carter that it be RESOLVED THAT THE REGULAR SESSION ON THE ANNA CITY COUNCIL MEETING OF SEPTEMBER 17th, 2024 BE ADJOURNED AT 5:59 P.M. A vote was taken upon the moƟon with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the moƟon carried.
