City of Anna City Council met Sept. 3.

Here are the minutes provided by the council:

The Anna City Council met in regular session at Anna City Hall at 5:00 p.m. on September 3rd, 2024. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Torie Carter, and Commissioner Martha Ann Webb. Other members present were City Administrator Dori Bigler, Treasurer Angela Webb, Public Works Director Gary Dahmer, and Public Safety Director Bryan Watkins.

Mayor Hartline opened the floor to the public communications portion of the agenda.

Richard Howell addressed the council and meeting attendees with an updated design plan for the PARC grant. He addressed the many requests made by all parties who utilize the space and answered questions posed by both the council and public attendees.

Members of the Union County Fair Board addressed the council to voice concerns that they didn’t feel like the City was working to accommodate their requests and felt the actions taken at the Grandstand nightly and the signs placed around the fair were justified. Mr. Chris Hodges stated he felt that the latest design was a step in the right direction.

A motion was made by Commissioner Webb and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE THE PARC GRANT DESIGN AS PRESENTED BY RICHARD HOWELL ON 09/03/24. A vote was taken upon the measure with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

A brief recess occurred to allow audience members to exit the premises if they chose not to remain the for remainder of the meeting.

City Administrator Dori Bigler gave updates on the Water Infrastructure Project. 4 companies presented on an AMI system comparisons are being compiled. House Bill 4872 would eliminate the match component for grants and she urged the council to reach out to representatives in support of the bill. She also updated the council on the Southern Mayor Coalition meeting that Anna hosted. The roundtable was very productive.

Mayor Hartline asked if there were any Consent Agenda items the Council would like to pull for further discussion or a separate vote.

The following Consent Agenda items were presented for approval.

C. Resolution 2024-31; Approving a Parade Permit for the Veteran’s Day Parade

D. Authorize an Additional $3,800.00 for Police Capital Equipment

E. Ordinance 2024-08; Declaring and Authorizing the Sale of Surplus Personal Property

F. Approve an Outside Water Tap at 385 Kaolin Road for Union County Animal Control

G. City Usage Request

a. Shawnee Hills Arts Council – Reindeer 5k on November 30, 2024

H. Fencing Permits

a. Christopher T. Henderson at 701 W Spring Street

b. Rebecca Clark at 505 N. Green Street

A motion was made by Commissioner Carter and Seconded by Commissioner Bryan that it be RESOLVED TO APPROVE THE CONSENT AGENDA ITEMS AS PRESENTED. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Bigler and seconded by Commissioner Carter that it be RESOLVED TO APPROVE A PURCHASE ORDER APPROVAL FOR THE ASBESTOS ABATEMENT AT 400 E. DAVIE IN THE AMOUNT OF $23,750 TO AAA ASBESTOS. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Carter and seconded by Commissioner Bryan that it be RESOLVED TO ACCEPT AND AWARD THE BID FROM MORELAND FARMS FOR $3,551.00 FOR THE 98 GMC BUCKET TRUCK. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay none. Mayor Hartline declared the motion carried.

Mayor Hartline opened the floor for Commissioner reports.

Mayor Hartline opened the floor to Mr. Dahmer and Chief Watkins for reports.

The council entered into closed session at 6:32 P.M. Pursuant to 5 ILCS 120/2(c)(5) –Purchase or Lease of Real Property.

Open session resumed at 6:46pm.

A motion was made by Commissioner Carter and seconded by Commissioner Bigler that is be RESOLVED TO APPROVE RESOLUTION 2024-32; APPROVING A REAL ESTATE AGREEMENT FOR 14-00-08-125. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO AUTHORIZE CITY ADMINISTRATOR DORI BIGLER TO EXECUTE ALL PAPERWORK REGARDING THE PURCHASE OF 14-00-08-125. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Carter and seconded by Commissioner Bryan that it be RESOLVED THAT THE REGULAR SESSION ON THE ANNA CITY COUNCIL MEETING OF SEPTEMBER 3RD, 2024 BE ADJOURNED AT 6:50 P.M. A vote was taken upon the moƟon with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the moƟon carried.
