The City Council of the City of Vienna met in regular session, Wednesday, July 17, 2024 at Vienna City Hall with the following members and guests:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Alderman Racey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the July 3, 2024 meeting minutes, the Warrant ($29,856.72) and June Treasurer Report. Alderman Tuey seconded the motion. All present in favor, motion carried.
Alderman Moore made a motion to Authorize and Approve Resolution 24-02, A Resolution for the City of Vienna, Il to obtain a permit from the Illinois Department of Transportation to construct, occupy, and maintain 6-inch water main along Il 146 and US 45. Alderman Pitts seconded the motion All present in favor, motion carried.
Tom Lloyd was present to request an extension on his TIF Agreement for Vienna Outdoor Equipment, LLC at the location of 110-112 East Road. Council was in consent to extend the agreement until December 31, 2024.
Council discussed making designated areas at both the city park and ball park smoke free. Council was in consent to designate the following smoke free areas: Children's play areas at the city park, amphitheater area during events at the city park, and near bleachers at the ballpark during games. An ordinance will be placed on an upcoming agenda. Southern Seven Health Dept. will provide signage through grant funds.

ELECTED/APPOINTED OFFICIALS
Wright updated council on the IHDA residential demolition grant status. Bid advertisement would begin July 11th and bid packets would be available at city hall and Southern Five. Wright also mentioned several solicitor applications had been submitted for selling solar.
Chief Miller discussed getting several quotes for the body camera grant application. The quotes would be placed on the next meeting agenda for selection. Miller also updated council on yard violations.
Alderman Moore mentioned concern of needing additional slow down signs on US 45 between the high school and grade school. Moore also mentioned the fall festival parade being placed on the next agenda for selection of theme/grand marshal.
Mayor Penrod said FEMA had sent the city a draft flood plain map of new areas that were impacted. Penrod and Alderman Elliott reviewed and responded with comments to re-verify several locations. Penrod said the new handicapped swing was installed the prior weekend by Pleasant Ridge Church volunteers. Council expressed appreciation.
At 7:15 p.m. Tuey made a motion to go into Executive Session for 5 ILCS 120/2(c)(1) Employment/compensation-Elected officials salary increases, Release of union employee from probation period/wage increase, and Review of Closed Session Minutes pursuant to 2.06 of the Open Meetings Act as per 5 ILCS 120/2(c)(21). Executive Minutes from 12-20-23 and 04-03- 24. Alderman Elliott seconded the motion. Motion carried.
At 7:43 p.m. Alderman Elliott made motion to resume the regular session. Seconded by Alderman Racey. Motion carried.
Alderman Tuey made a motion to Approve content of closed session minutes from 12-20-23 and 04-03-24, to open the 12-20-23 minutes for public inspection and to keep 04-03-24 minutes closed as confidentiality exists. Alderman Pitts seconded the motion. All present in favor, motion carried.
Alderman Pitts made a motion to release Jack Thornton from 90-day probation period with a wage increase to full scale pay-$28.14/hour, including benefits per the Local 773 contract. Alderman Racey seconded the motion. All present in favor, motion carried.
At As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Pitts. Mayor Penrod declared the meeting adjourned at 7:45 p.m.
