City of Anna City Council met June 18.

Here are the minutes provided by the council:

The Anna City Council met in regular session at Anna City Hall at 5:00 p.m. on June 18TH, 2024. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Bigler, Commissioner Kathy Bryan, Commissioner Torie Carter, and Commissioner Martha Ann Webb. Other members present were Treasurer Angela Webb, Public Works Director Gary Dahmer, and Public Safety Director Bryan Watkins.

Mayor Hartline opened the floor to the public communications portion of the agenda.

Dorothy Cates addressed the council regarding a large tree on Green St. The tree is between the sidewalk and the street. The roots affect her sewer line resulting in a yearly call to a plumber. Additionally, she is interested in acquiring solar panels and the tree is impeding that process. She is requesting the city remove the tree.

Mayor Hartline asked if there were any Consent Agenda items the Council would like to pull for further discussion or a separate vote.

The following Consent Agenda items were presented for approval.

A. Minutes of the June 4, 2024 Regular Session

B. June 2024 Accounts Payable List

C. Capital Equipment Authorization for Police Department of $68,570.00

D. Resolution 2024-24; Agreement for Professional Services with Horner & Shifrin for the Biennial Well Survey

E. Sign Permits

a. T. Ham Sign Inc. for Two Rivers Child Advocacy Center at 109 Denny Drive

A last-minute park usage application was presented at the meeting for approval. The usage was to begin 06/21/24 and could not wait for the following agenda. All four commissioners and Mayor Hartline agreed to consider the application as part of the consent agenda items to be approved. The usage of the park for a Yoga Class on 06/21, 07,05, 07/12, 0719, and 07/28 was granted to Amanda Lilley.

A motion was made by Commissioner Carter and Seconded by Commissioner Bryan that it be RESOLVED TO APPROVE THE CONSENT AGENDA ITEMS AS PRESENTED. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

Resolution 2024-15 under Old Business was tabled pending further discussion. Mayor Hartline opened the floor for Commissioner reports.

Mayor Hartline opened the floor to the Department heads.

A motion was made by Mayor Hartline and seconded by Commissioner Bryan that it be RESOLVED TO ENTER INTO CLOSED SESSION AT 5:21PM. A vote was taken upon the moƟon with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the moƟon carried.

A moƟon was made by Commissioner Carter and seconded by Commissioner Bryan that it be RESOLVED TO RESUME OPEN SESSION AT 5:54PM. A vote was taken upon the moƟon with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the moƟon carried.

A motion was made by Commissioner Webb and seconded by Commissioner Carter that it be RESOLVED THAT THE REGULAR SESSION ON THE ANNA CITY COUNCIL MEETING OF JUNE 18TH, 2024 BE ADJOURNED AT 5:55 P.M. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
