City of Anna City Council met May 21.

Here are the minutes provided by the council:

The Anna City Council met in regular session at Anna City Hall at 5:00 p.m. on May 21st, 2024. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Kathy Bryan, Commissioner Torie Carter, and Commissioner Martha Ann Webb. Commissioner Michael Bigler was absent. Other members present were City Administrator Dori Bigler, Treasurer Angela Webb, City Attorney Rhett Barke, and Public Safety Director Bryan Watkins.

Mayor Hartline opened the floor to the public communications portion of the agenda.

Janet & Ron Jennings addressed the council regarding a ditch they wish the city to maintain near 202 W Drive.

The Geralds addressed the council regarding tall pine trees in an alley they wish for the city to trim back.

City Administrator Dori Bigler gave updates on the Hadley’s Haven project, the 4th of July celebration, TIF joint review, Park Grant Design, and the Awning projects.

Mayor Hartline asked if there were any Consent Agenda items the Council would like to pull for further discussion or a separate vote.

The following Consent Agenda items were presented for approval.

A. Minutes of the May 9, 2024 Regular Session

B. May 2024 Accounts Payable List

C. Resolution 2024-20; Intergovernmental Agreement with the County of Union for the Hotel Operators’ Occupation Tax

D. Zoning Application

a. Judy Wyatt with Wyatt Storage – 105 East Chestnut Street

A motion was made by Commissioner Carter and Seconded by Commissioner Bryan that it be RESOLVED TO APPROVE THE CONSENT AGENDA ITEMS ASPRESENTED. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

Resolution 2024-15 under Old Business was tabled pending further discussion.

The new business of appointing an Assistant Chief of Police was tabled pending further discussion in closed session.

A motion was made by Commissioner Carter and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE PROMOTING A SERGEANT WITH THE ANNA CITY POLICE DEPARTMENT. A RECOMMENDATION WAS MADE FOR DOUG MEADOWS TO BE THE SERGEANT PROMOTED. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Carter that is be RESOLVED TO APPROVE HIRING A FULL TIME PATROLMAN. A RECOMMENDATION WAS MADE TO HIRE RACHEL NIKEPHOROS. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Carter and seconded by Commissioner Webb that it be RESOLVED TO APPROVE A SPECIAL EVENT LIQUOR LICENSE FOR HAVISHAM BOURBON BREWS AND SPIRITS FOR 06.08.2024. A vote was taken upon the motion with the following results. Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Commissioner Bryan abstained. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Carter and seconded by Commissioner Webb that it be RESOLVED TO APPROVE A RESTAURANT/LOUNGE LICENSE FOR LOS DO GALLOS MEXICAN BAR & GRILL WITH A PRO-RATED FEE. A vote was taken upon the motion with the following results. Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Commissioner Bryan abstained. Mayor Hartline declared the motion carried.

Mayor Hartline opened the floor for Commissioner reports.

Mayor Hartline opened the floor to the Department heads.

At 5:54pm, the Anna City Council entered Closed Session.

- Pursuant to 5 ILCS 120/2(c)(1) – Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees

- Pursuant to 5 ILCS 120/2(c)(5) – Purchase or Lease of Real Property

Anna City Council entered open session at 7:42pm.

A motion was made by Commissioner Webb and seconded by Commissioner Carter that it be RESOLVED THAT THE REGULAR SESSION ON THE ANNA CITY COUNCIL MEETING OF MAY 21st, 2024 BE ADJOURNED AT 7:43 P.M. A vote was taken upon the moƟon with the following results. Commissioner Bryan, Commissioner Carter, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the moƟon carried.
