City of Anna City Council met March 5.

Here are the minutes provided by the council:

The Anna City Council met in regular session at Anna City Hall at 5:00 p.m. on March 5th, 2024. The meeting was called to order by acting Mayor Kathy Bryan. The roll call went as follows: Present were Acting Mayor Kathy Bryan, Commissioner Michael Bigler, Commissioner Torie Carter, and Commissioner Martha Ann Webb. Other members present were City Administrator Dori Bigler, City Treasurer Angela Webb, Public Works Manager Gary Dahmer, and Public Safety Director Bryan Watkins. Absent was Mayor Steve Hartline.

Acting Mayor Kathy Bryan opened the floor to the public communications portion of the agenda.

City Administrator Dori Bigler gave the following updates. The election is being held on the normally scheduled regular session meeting. A Special Session will be held that week on March 20th, 2024 at 4:00 p.m. to approve the accounts payable transactions for the month. This will take place at City Hall. She requested the MFT priorities be turned in and announced trash service bids are being requested. A survey regarding interest in electronic utility bills is being sent to customers this month. She addressed the AJ Water Commission issue with discolored water as well as a potential agreement between the tenants of 300 S. Main St.

The following Consent Agenda items were presented for approval.

A. Minutes of the February 20, 2024 Regular Session

B. Minutes of the February 20, 2024 Closed Session

C. Resolution 2024-08; Authorizing and Approving an Agreement with The Villa – Pizza Villa to Operate the Concession Stand at the City of Anna Park

D. Authorization to Spend Capital Equipment for the Police Fund for up to $37,500.00

E. Authorization to Spend Capital Equipment Funding for the Water Fund for up to $11,000.00

F. Park Usage Applications

a. Sergeants 10u Baseball from March 1 to May 31, 2024

A motion was made by Acting Mayor Bryan and seconded by Commissioner Carter that it be RESOLVED TO APPROVE THE CONSENT AGENDA ITEMS AS PRESENTED. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, and Commissioner Webb voted yea. Nay-none. Mayor Hartline was absent. Acting Mayor Bryan declared the motion carried.

A motion was made by Acting Mayor Bryan and seconded by Commissioner Webb that it be RESOLVED TO APPROVE INSTALLATION OF A 3 WAY STOP SIGN AT THE INTERSECTION OF EAST LEWIS AND WILSON ST. A vote was taken with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, and Commissioner Webb voted yea. Nay-none. Mayor Hartline was absent. Acting Mayor Bryan declared the motion carried.

A motion was made by Commissioner Carter and seconded by Commissioner Bigler that it be RESOLVED TO MAKE AN OFFER FOR FULL TIME EMPLOYMENT TO KEITH GILLEY AS A PATROLMAN FOR THE ANNA CITY POLICE DEPARTMENT. A vote was taken with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, and Commissioner Webb voted yea. Nay-none. Mayor Hartline was absent. Acting Mayor Bryan declared the motion carried.

A motion was made by Commissioner Carter and seconded by Commissioner Bryan that it be RESOLVED TO MAKE AN OFFER FOR FULL TIME EMPLOYMENT, PENDING TRAINING CONTRACT, TO GARRETT GOINES AS A PATROLMAN FOR THE ANNA CITY POLICE DEPARTMENT. A vote was taken with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, and Commissioner Webb voted yea. Nay-none. Mayor Hartline was absent. Acting Mayor Bryan declared the motion carried.

A motion was made by Commissioner Carter and seconded by Commissioner Bigler that it be RESOLVED THAT THE REGULAR SESSION OF THE ANNA CITY COUNCIL MEETING OF MARCH 5TH, 2024 BE ADJOURNED AT 5:12 P.M. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, and Commissioner Webb voted yea. Nay-none. Mayor Hartline was absent. Acting Mayor Bryan declared the motion carried.
