City of Metropolis City Council met Feb. 26.

Here are the minutes provided by the council:

The regular meeting of the City Council, City of Metropolis, Illinois was held at 7:00 p.m. on Monday, February 26th, 2024, in Council Chambers of City Hall at 106 West 5th Street, Metropolis, Illinois. Upon roll call the following Council members were present: Alderwoman Michele Longworth, Alderman Al Wagner, Dylan Chambers, Jermey Holley, Chad Lewis, Chuck Short, Brian Anderson, Darryl Neill, Corporate Counsel Andrew Leonard, City Clerk Jan Adams and concerned citizens of Metropolis. Mayor Canada was out of town.

ROLL CALL:

Moved by Alderman Chad Lewis and second by Alderman Jeremy Holley to approve the minutes of the previous meeting held on 2-12-2024 as presented. MOTION CARRIED:

MAYOR’S REPORT:  

Moved by Alderman Jeremy Holley and second by Alderman Dylan Chambers to approve the appointment of Gregg Jeffords to the Planning Commission and Zoning Board of Appeals for a one-year term to fill a vacancy. MOTION CARRIED:

CORPORATE COUNSEL:

There is no minimum accompanying the bid since the lot only 20x60.

ORDINANCE COMMITTEE MEETING:

First Reading on a Resolution Declaring that the City of Metropolis Will Not Spend or Accept Local Tax Dollars on the Immigration Crisis for Migrants and /or Asylum Seekers Entering the City of Metropolis

Moved by Alderman Al Wagner and Seconded by Alderman Darryl Neill to approve an Ordinance Authorizing the City of Metropolis, Massac County, Illinois to Borrow Funds from the Water Pollution Control Loan Program in the amount of $18,000,000. 2024-05 MOTION CARRIED:

FINANCIAL REPORT:

Moved by Alderman Chad Lewis and second by Alderman Brian Anderson to approve the Finance Report be received and approved and that the orders be drawn on the Treasurer for the different amounts mentioned therein and that the Mayor and the City Clerk be authorized to make necessary arrangements for payment of current Salaries, Payroll and Contract bills. MOTION CARRIED:

CITIZENS REQUEST:

Tom Reed purchased 613 Market Street over 8 years ago. During the previous administration there was discussion to make the alleyway beside his building from Market to Pearl one-way. His hopes were to add a drive-thru window for his new business, Sissy’s- A Sweet Shoppe, in the future. Reed has also met with mayor Canada to discuss making the alley one-way, Canada stated he would have Chief Masse look into the state law on the matter. Reed has taken advantage of grants the city offered to make improvements to his property and is making an investment in the City of Metropolis. It’s working. The new owners, Joshua and Alex Jones, wanted to proceed with the drive-thru and asked what the process is to move forward. Parking is not the best in front of the shop and does not want patrons to go elsewhere. Reed commented he wants them to be successful and feels they are, this will only generate more business for them. Alderman Short had concerns on the state law for “monitory stops” since the law was not clear. He also questioned how long each car would need to be at the window so as not to block the alley. Jones felt approximately five minutes but added it depends on what they are there for. Another suggestion was curbside pick-up but public parking in front is still an issue and blocking traffic the other. There is not enough area for customers to pull up and wait on their order. Other concerns were expressed about blocking the alley were Bulldog Systems trash service, tenants who live above Sissy’s and other businesses could be affected. Alderman Short stated this needs to be referred to a Water, Light & Street Committee and/or an Ordinance Committee meeting for further discussion.

Moved by Alderman Darryl Neill and seconded by Alderwoman Michele Longworth to adjourn. 7:30
