City of Anna City Council met Feb. 20.

Here are the minutes provided by the council:

The Anna City council met in regular session at Anna City Hall at 5:00 p.m. on February 20TH, 2024. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Commissioner Kathy Bryan, Commissioner Torie Carter, Commissioner Martha Ann Webb and Mayor Steve Hartline. Other members present were City Administrator Dori Bigler, City Treasurer Angela Webb, Public Works Manager Gary Dahmer, City Attorney Rhett Barke, and Public Safety Director Bryan Watkins. Absent was Commissioner Michael Bigler.

Mayor Hartline opened the floor to the public communications portion of the agenda. Annabelle Market addressed the council regarding a recent flood issue in her storefront. She is requesting reimbursement for concrete poured to help divert water from the building. Denise Faust was not present but requested the council address parking issues around Peach Dr.

Ryan Dodd with Dodd Architects gave a presentation on the Rebuild Illinois and Main Street Design Projects. An investment committee will be formed to gauge local interest in donations to allow for a better design option.

City Administrator Dori Bigler gave updates on the following projects: E Fence installation is in progress and should complete next week. The awning project is underway. No meeting will be held on 03/19/2024 due to the primary election that evening. April will begin the annual budget hearing. Council members are to address and prioritize their top street choices for the upcoming MFT projects.

Mayor Hartline asked if there were any Consent Agenda items the Council would like to pull for further discussion or a separate vote.

The following Consent Agenda items were presented for approval.

A. Minutes of the February 6, 2024 Regular Session

B. February 2024 Accounts Payable List

C. Water Distribution System Improvement Project Documents

a. Approval of Amended Pay Estimate #4, Originally Presented October 3rd, Amended November 7th

b. Approval of Amended Change Order #3, Originally Presented October 3rd, Amended November 7th

c. Approval of Amended Engineering Invoice, Originally Presented October 3rd, Amended November 7th

D. Arbor Day 2024 Proclamation

E. Park Usage Applications

a. Kiwanis Club – Easter Egg Hunt on March 23, 2024, Rain Date of March 30, 2024

b. Anna-Jonesboro High School – AJ Baseball from March 1 to June 1, 2024

F. Fencing Applications

a. David Houseman at 202 Evergreen Drive

G. Zoning Applications

a. Donald & Joni Yates at 800 E. Davie Street

A motion was made by Commissioner Carter and Seconded by Commissioner Webb that it be RESOLVED TO APPROVE THE CONSENT AGENDA ITEMS AS PRESENTED. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Commissioner Bigler was not present. Mayor Hartline declared the motion carried.

Mayor Hartline opened the floor for Commissioner reports.

Open session resumed at 6:40 p.m. and roll call went as follows: Present were commissioner Kathy Bryan, Commissioner Torie Carter, Commissioner Martha Ann Webb, and Mayor Steve Hartline. Other members present were City Administrator Dori Bigler, City Treasurer Angela Webb, and City Attorney Rhett Barke.

A motion was made by Commissioner Carter and seconded by Commissioner Bryan that it be RESOLVED THAT THE REGULAR SESSION ON THE ANNA CITY COUNCIL

MEETING OF FEBRUARY 20th, 2024 BE ADJOURNED AT 6:41 P.M. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-None. Mayor Hartline declared the motion carried.
