City of Anna City Council met Feb. 6.

Here are the minutes provided by the council:

The Anna City council met in regular session at Anna City Hall at 5:00 p.m. on February 6, 2024. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Torie Carter, Commissioner Martha Ann Webb and Mayor Steve Hartline. Other members present were City Administrator Dori Bigler, City Treasurer Angela Webb, Public Works Manager Gary Dahmer, and Public Safety Director Bryan Watkins.

Mayor Hartline opened the floor to the public communications portion of the agenda.

City Administrator Dori Bigler gave updates on the following projects: Hadley’s Haven is almost finished. The Awning project installation will begin next week. Dodd Architects will have a slideshow presentation for the pavilion area at the next council meeting. Several pieces of legislative action are being watched closely. The audit process is going smoothly and almost complete.

Mayor Hartline asked if there were any Consent Agenda items the Council would like to pull for further discussion or a separate vote.

The following Consent Agenda items were presented for approval.

A. Minutes of the January 16, 2024 Regular Session

B. Minutes of the January 16, 2024 Closed Session

C. Resolution 2024-06; Audit Engagement with Beussink, Hickam & Kochel

D. Approve Invoice of $12,000.00 for Audit with Beussink, Hickam & Kochel

E. Accept Jason Leek’s Letter of Resignation

F. Resolution 2024-07; Part-Time Police Officer Salaries

A motion was made by Mayor Hartline and Seconded by Commissioner Webb that it be RESOLVED TO APPROVE THE CONSENT AGENDA ITEMS AS PRESENTED. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

The following Old Business was presented for approval.

- Open and Consider 2024 Interest Rates on City of Anna Deposit Accounts

A motion was made by Commissioner Bigler and seconded by Commissioner Bryan to LEAVE THE CITY INVESTMENTS AT SOUTHERN BANK ALONE UNTIL DECEMBER 2024. A vote was taken with the following results. Commissioner Bigler, Commissioner Carter, Commissioner Webb, Commissioner Bryan and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Bryan and seconded by Commissioner Carter that is be resolved to APPROVE THE RECOMMENDATIONS MADE BY THE HEALTH INSURANCE COMMITTEE FOR MARCH 2024-MARCH 2025 HEALTH INSURANCE PLANS. A vote was taken with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Carter that it be resolved to APPROVE DATES FOR THE 2024 CITY FESTIVALS AS FOLLOWS; 4TH OF JULY ON THURSDAY, JULY 4TH. COLORFEST ON SATURDAY, OCTOBER 12TH. CHRISTMAS IN DOWNTOWN ON SATURDAY, NOVEMBER 30TH. A vote was taken with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

Mayor Hartline coped the floor for Commissioner reports. Commissioner Webb reported on the new animal control facility project starting. Mayor Hartline reported City Attorney Rhett Barke will be at the next meeting for contract negotiations.

Public Safety Director Bryan Watkins gave an update on Fire Trainings being scheduled through May of this year.

A motion was made by Commissioner Carter and seconded by Commissioner Bryan that it be RESOLVED THAT THE REGULAR SESSION ON THE ANNA CITY COUNCIL MEETING OF FEBRUARY 6TH, 2024 BE ADJOURNED AT 5:28 P.M. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner

Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-None. Mayor Hartline declared the motion carried.
