The City Council of the City of Vienna met in regular session, Wednesday, January 17, 2024 at Vienna City Hall with the following members and guest:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Alderman Pitts made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the January 3, 2024 meeting minutes, the Warrant ($270,440.98), and December Treasurer's Report. Alderman Hill seconded the motion. All present in favor, motion carried.
Alderman Moore made a motion to Authorize and Approve Change Order #3, for Rt 146 Watermain Relocation Project #22042, Increase of $63,507.36. Alderman Hill seconded the motion. All present in favor, motion carried.
Alderman Pitts made a motion to Authorization and Approval of Pay Estimate #5 for Rt 146- Watermain Relocation Project #22042 for $91,579.01 (General Funds). Alderman Racey seconded the motion. All present in favor, motion carried.
Alderman Moore made a motion to Authorize and Approve TIF Funds for costs that exceed the original contract amount of $540,403.00 for the 146 East Watermain Relocation Project. Alderman Hill seconded the motion. All present in favor, motion carried.
Greg McLaughlin, IDOT, was present to discuss and answer questions of proposed 146 West paving project with council. McLaughlin said IDOT would be paving from US Rt 45 west to Old Rt 146 Loop, including parking lanes between US Rt 45 and Seventh Street for the city at a cost of $13,0000. City officials questioned if the city would be responsible for any sidewalk modifications. McLaughlin said IDOT would cover costs for ADA compliant modifications to sidewalks. McLaughlin said the project looked to begin in 2025. IDOT would need a resolution from the city committing funds. Discussion continued. The agreement and resolution for funds would be placed on the next meeting agenda.
Alderman Racey made a motion to Authorize and Approve an Intergovernmental Cooperative Agreement between the City of Vienna and Johnson County for Depot Coordinator Services. Alderman Hill seconded the motion. All present in favor, motion carried. Debbie Kerley was named Depot Coordinator for the 2024 year.
Alderman Hill made a motion to Authorize and Approve to increase volunteer Fire Dept call/meeting rates from $25.00 to $30.00 for the 2024 year. Alderman Moore seconded the motion. All present in favor, motion carried.
Mayor Penrod said after discussion and due to economic reasons, the city would not switch to be fully supplied by Millstone Water District at this time. Council discussed improvements to the city water plant that would be included in the rural development grant/loan.

Fire Chief Williams thanked the city for their support to the department.
Alderman Moore announced the date of the annual community Easter egg hunt for Saturday, March 16th at the city park.
Mayor Penrod said he was contacted by a business concerning storefront parking on Court Street due to relocation of courthouse offices/court dates. Council discussed and determined they could not designate public parking.
As there was no further business to discuss, Alderman Elliot made a motion to adjourn. Seconded by Alderman Hill. Mayor Penrod adjourned the meeting at 7:20 p.m.
