City of Anna City Council met Oct. 3.

Here are the minutes provided by the council:

The Anna City Council met in regular session at Anna City Hall at 5:01 p.m. on October 3, 2023. The meeting was called to order by Mayor Hartline. The roll call went as follows: Present were Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Torie Carter, Commissioner Martha Ann Webb and Mayor Steve Hartline. Other members present were City Administrator Dori Bigler, City Treasurer Danyelle Dodd, Public Works Manager Gary Dahmer & Public Safety Director Bryan Watkins.

Mayor Hartline opened the floor to the public communication portion of the agenda. No comments.

Joe Zdankiewicz with Horner & Shifrin presented on the ITEP Project.

City Administrator Dori Bigler gave updates on the following projects: (1) Colorfest & Biathlon Updates, (2) CN Property Lease Update, (3) Mural Update, (4) RB IL Downtowns & Main Street Grant Update, (5) Water Project Public Hearing, (6) Awning Grant Update, (7) Insurance Bid Update, (8) Public Hearing for District 37 Alley Vacate, (9) Demolition Project Update, (10) Leaf Vac Equipment and Services

Mayor Hartline asked if there were any Consent Agenda items the Council would like to pull for further discussion or a separate vote. No items were pulled.

The following Consent Agenda items were presented for approval.

A. Minutes of the September 19, 2023 Regular Session

B. Minutes of the September 19, 2023 Closed Session

C. Ordinance 2023-12; Declaring and Authorizing the Sale of Surplus, Personal Property

D. Resolution 2023-33 Sound Engineering Agreement with Brien Moore

E. Resolution 2023-34; Collective Bargaining Agreement; The Laborers’ International Union Of North America, The Southern And Central Illinois Laborers’ District Council And Laborers Local 773 Through April 30, 2028

F. Resolution 2023-35; Approve a Real Estate Sales Agreement for Parcel 14- 00-08-127

G. Resolution 2023-36; Approve a Real Estate Sales Agreement for Parcel 14- 00-08-129

H. Approve Pay Estimate #4 for the Water Distribution System Improvements Project in the Amount of $60,498.24

I. Resolution 2023-37; Approve an Engineering Services Agreement with Horner & Shifrin for a Wastewater Treatment Plant Conditional Assessment Project

J. Approve Change Order #3 for the Water Distribution System Improvements Project

K. Approve J.T. Blankinship, Inc. Engineering Invoice for the Water Distribution System Improvements Project in the Amount of $1,422.45 L. Authorization for Capital Equipment Spending of up to $85,000 for the Street Department

M. City Usage Applications

a. Street Closure: Shawnee Hills Arts Council; Reindeer 5k Run/Walk November 25, 2023

b. Park Usage: Anna District #37 – October 27, 2023

A motion was made by Commissioner Carter and Seconded by Commissioner Webb that it be RESOLVED TO APPROVE THE CONSENT AGENDA ITEMS AS PRESENTED. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Bryan and seconded by Commissioner Carter that it be RESOLVED TO APPROVE THE TRICK-OR-TREAT HOURS ON THE 31ST FROM 6-8PM. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

A motion was made by Mayor Hartline and seconded by Commissioner Carter that it be RESOLVED TO APPROVE A GENERAL RETAIL LIQUOR LICENSE FOR JJ’S PIZZA VILLA 3 AT 169 E. VIENNA STREET. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Carter, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Commissioner Bryan abstained. Mayor Hartline declared the motion carried.

Commissioner Webb gave a report on the City Cemetery.

Public Safety Director Watkins handed out a report on September fire calls.

Mayor Hartline discussed a meeting held with DHS, Administrator Bigler and himself regarding Choate Mental Health.

A motion was made by Commissioner Webb and seconded by Commissioner Bigler that it be RESOLVED THAT THE REGULAR SESSION OF THE ANNA CITY COUNCIL MEETING OF OCTOBER 3, 2023 BE ADJOURNED AT 5:43 PM. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
