City of Vienna City Council met Sept. 20.

The City Council of the City of Vienna met in regular session, Wednesday, September 20, 2023 at Vienna City Hall with the following members and guest:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Racey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the September 6, 2023 meeting minutes, the August treasurer's report and the Warrant ($35,578.62). Alderman Hill seconded the motion. All in favor, motion carried.

Brenda Kreuter with Revive Vienna was present to request permission to have a lamp post set on the east end of Court Street sidewalk. Kreuter said the post was donated by Harry & Violet Weise. Kreuter said she had contacted several people that had the old-style lamp posts, originally from the city square, to see if they would donate them back. Council gave consent.

Alderman Moore made a motion to Authorize and Approve $300.00 (Tourism Funds) for deposit to Corey Evitts for the 2024 fall fest event. Alderman Moore seconded the motion. All in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve Tourism Funds for the purchase of fruit and bottled water for the 50/100 mile-run. Estimated cost from Miles Brothers Foods-$1,300.00. Alderman Pitts seconded the motion. All in favor, motion carried.

Council acknowledged and accepted a letter of resignation from officer Tricia Thompson.

Chief Miller discussed with city officials the request by Dr. Greg Frehner, Vienna Grade School Superintendent, for additional school resource officer presence. Miller said current part-time officer/school resource officer, Jon Gulley, was interested in the upcoming vacant full-time position with the city. With this position and schedule, Gulley would be able to cover additional hours at V.G.S. Council had discussion.

Alderman Tuey made a motion for the City of Vienna to employ Jon Gulley as a full-time officer with the police department, with a starting date of October 1. Alderman Moore seconded the motion. All in favor, motion carried.

PUBLIC COMMENT - None

ELECTED/APPOINTED OFFICIALS

Clerk Wright said the city's annual insurance was in the renewal process.

Wright informed council the city was notified of a grant award from IHDA/Strong Communities Program for a residential demolition grant. The city applied through Southern Five for $75,000.00 for the demolition of five dilapidated homes. Mayor Penrod commented on location of properties with council.

Supt Racey said USDI was scheduled to weld the high-pressure gas main on Thursday afternoon to complete the gas line relocation on 146 East.

Police Chief Miller noted upcoming costs for uniform/gear as well as camera installation on a dodge charger squad.

Fire Chief Williams reported upcoming grant opportunities the department would apply for, including a small equipment grant and an Assistance to Firefighters (AFG) grant. Williams also reported repairs to the primary engine.

Alderman Moore discussed fall fest parade line-up details with council and Chief Miller. Fall festival events were discussed.

Alderman Elliott said he was contacted concerning a possible safety issue at a property on North 11th Street. Chief Miller said the owner was working on filling in the hole with rock. Penrod suggested contacting property owner to tape off property.

Mayor Penrod said the bid opening for the Redbud Road Project would be October 3rd at 11:00 a.m. at city hall.

As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Hill. Mayor Penrod adjourned the meeting at 7:54 p.m.
